Management is afforded the opportunity to answer questions, and prior to filing the information return, the form is reviewed by the organization's treasury committee. The treasury committee is empowered by the governing board to review and complete the form 990 and act on behalf of the corporation and its filing. The committee reports on its process at board meetings, and respectively the form 990 is made available for public inspection on the council's website, as well as by visit to the council service center in jacksonville, florida.”

“The organization has developed a conflict of interest policy for staff, as well as for governing board members. Each staff member is provided a copy of the policy and acknowledges receipt and understanding of it by execution of a receipt, which is placed in their hr file. Governing board members are provided a copy of the policy at the february board meeting, and are asked to review and acknowledge the policy, and to also complete a receipt in which they disclose any known conflicts.”
