Mission and Program Overview

Mission

The organization sponsors and facilitates safety trainings that includes providing information, training and tools that helps employers make the competent person designation for their appropriate staff. Safety trainings also include new osha and hiosh standards and updating of administrative rules. The association's home show was held for the 25th year and was a sold out event. The general membership meetings always includes speakers on timely topics or issues. In addition, the association published a monthly newsletter that is distributed in electronic or hard copies nationwide. This communication tool always includes registration forms for safety trainings and general membership meetings along with osha updates, industry trends, county and state issues that relate to or impacts the construction industry and also includes national issues identified by the national association of home builders, an association this organization is affiliated with.

The contractors association of kauai also partnered with the state department of health, cleanwater branch; department of transportation, highways division; and ac kobayashi, inc. To provide two-three hour long workshops on best management practices (bmps) on the project site. Workshop attendees included land owners/developers; consultants; engineers; contractors, along with state and county officials. A table top display of bmp materials were also available for attendees perusal. A total of 88 people registered for the classes.

Diantha goo, hawaii osha administractor updated members and guests on new federal health and safety mandates. Also speaking was dewayne kong, kauai island manager for matson navigation who updated the group on his company's new business model. Mayor bernard carvalho, jr. Led a team of county officials making up-date presentations that included the eis for the new county landfill and the e-permitting for building permits. The affordable health care issue was addressed by kanoelehua renaud of the hawaii health connector. Kamuela cobb-adams, the county's housing director and makani maeva, director of the vitus group did presentations on the rice camp senior housing project and the princeville affordable rental housing project. Christopher duque, a retired police officer with expertise on cybercrimes spoke on this issue as the keynote presentor at the 2013 annual meeting and installation dinner.

The board of directors continued previous years' initiatives of addressing environmental issues, unlicensed contracting, drug and alcohol testing, especially for those who hold commercial drivers licenses; and working with the county of kauai on building code issues. In addition, members of the association continues the special project of assisting the west kauai salvation army's soup kitchen and food pantry through donations. 1. The contractors association of kauai's environmental ad-hoc committee and safety and continuing education committee worked with the state department of health, cleanwater branch to do a workshop on best management practices. The committees continued to promote the remodeling, renovation and painting (rrp) lead paint program by encouraging home owners and other contractors to use the services of those who are certified. The association also encouraged exhibitors in the annual home show to showcase "green" or sustainable products, materials and services. Nearly every exhibitor had "green" products to share with the general public, design professionals and construction professionals. To emphasize the "green building" concept, a&b properties awarded one company with the best display of "green principles' award, which was won by american electric. 2. The cak staff continues to work with the department of commerce and consumer affairs, the state department of taxation and the state department of labor in trying to find ways to address the issue of unlicensed contracting. The association continues to file complaints on behalf of its members to the regulated industries complaints office and the state department of taxation. 3. The drug and alcohol testing consortium continues to slowly grow as more companies with commercial drivers license (cdl) employees join the group to be in compliance with the federal department of transportation laws. To help the employers in their compliance mandate, the association also provides annual driver improvement program (dip) training which includes an eight-hour class room curriculum approved by the state department of transportation and then followed by a two-hour road test per person. 4. Special project: the association continues to collect canned goods and cash at its six general membership meetings that is donated to the west kauai soup kitchen and pantry. 5. The association produces a monthly newsletter, which is the association's internal communication tool. Included in the newsletter are flyers and registration forms for membership meetings, all of the trainings the association sponsors and any special activities the association is affiliated with. 6. The county of kauai, finance department solicited input from the contractors association of kauai's board of directors and contractors before implementing the county's new electronic procurement system. Once the system was brought online, cak and the county finance department partnered in providing a workshop for the users. The county of kauai changed to another server system so more workshops for end users were provided by the county in partnership with the contractors association of kauai. 7. Cak had representatives on the task force that worked on the county of kauai's building code amendments. The association provided support on the code amendments and then provided training for its members on the new amendments. 8. 2013 home show: cak streamed the consumer presentations offered on friday afternoon/evening on hawaii stream. The workshops were then archived on the association's website for consumer viewing all year long. Nearly 1,000 hits were recorded for six months after the show. The workshops included: lighting tips for seniors who are aging in their own homes; photovoltaic interconnection system with the utility company and what homeowners need to know and do before they begin; and maintaining your roof for maximum lifespan. THE DRUG AND ALCOHOL TESTING CONSORTIUM CONTINUES TO SLOWLY GROW AS MORE COMPANIES WITH COMMERCIAL DRIVERS LICENSE (CDL) EMPLOYEES JOIN THE GROUP TO BE IN COMPLIANCE WITH THE FEDERAL DEPARTMENT OF TRANSPORTATION LAWS. TO HELP THE EMPLOYERS IN THEIR COMPLIANCE MANDATE, THE ASSOCIATION ALSO PROVIDES ANNUAL DRIVER IMPROVEMENT PROGRAM (DIP) TRAINING WHICH INCLUDES AN EIGHT-HOUR CLASS ROOM CURRICULUM APPROVED BY THE STATE DEPARTMENT OF TRANSPORTATION AND THEN FOLLOWED BY A TWO-HOUR ROAD TEST PER PERSON. 4. SPECIAL PROJECT: THE ASSOCIATION CONTINUES TO COLLECT CANNED GOODS AND CASH AT ITS SIX GENERAL MEMBERSHIP MEETINGS THAT IS DONATED TO THE WEST KAUAI SOUP KITCHEN AND PANTRY. 5. THE ASSOCIATION PRODUCES A MONTHLY NEWSLETTER, WHICH IS THE ASSOCIATION'S INTERNAL COMMUNICATION TOOL. THE DRUG AND ALCOHOL TESTING CONSORTIUM CONTINUES TO SLOWLY GROW AS MORE COMPANIES WITH COMMERCIAL DRIVERS LICENSE (CDL) EMPLOYEES JOIN THE GROUP TO BE IN COMPLIANCE WITH THE FEDERAL DEPARTMENT OF TRANSPORTATION LAWS. TO HELP THE EMPLOYERS IN THEIR COMPLIANCE MANDATE, THE ASSOCIATION ALSO PROVIDES ANNUAL DRIVER IMPROVEMENT PROGRAM (DIP) TRAINING WHICH INCLUDES AN EIGHT-HOUR CLASS ROOM CURRICULUM APPROVED BY THE STATE DEPARTMENT OF TRANSPORTATION AND THEN FOLLOWED BY A TWO-HOUR ROAD TEST PER PERSON. 4. SPECIAL PROJECT: THE ASSOCIATION CONTINUES TO COLLECT CANNED GOODS AND CASH AT ITS SIX GENERAL MEMBERSHIP MEETINGS THAT IS DONATED TO THE WEST KAUAI SOUP KITCHEN AND PANTRY. 5. THE ASSOCIATION PRODUCES A MONTHLY NEWSLETTER, WHICH IS THE ASSOCIATION'S INTERNAL COMMUNICATION TOOL.
