There is an Administrative Services Agreement with Center for Disability Rights to supply all administrative management related services which include Human Resources, Finance, Information Technology and Communications departments in addition to President/CEO office.

General membership shall be open to individuals and organizations who have complied with the membership requirements as set forth by the Board of Directors.

The Organization's bylaws may be amended, repealed or altered in whole or in part by the majority vote of the members.

A draft copy of the form was provided to Board members who are also part of the Finance Committee (President and Treasurer) who reviewed the information in the form and requested changes if needed. The return was also provided to the entire board for a comment period. After their review was completed, the form was filed electronically via the external auditors.

Conflict of interest forms are given out each year to all Board members and once the completed forms are returned, the Executive Assistant reviews the forms to determine if there are any related activities listed or conflicts of interest listed that need to be further investigated. Conflict of interest forms were given out to Board members at the October meeting. Copies are in the Executive Assistant's Board files.

Form 990, Part VI, Section B, line 15

There is an Administrative Services Agreement with Center for Disability Rights to supply all administrative management related services, which includes the organization's President/CEO, top management officials, officers, and key employees. All compensation for the organization's CEO/President, top management officials, officers, or key employees is paid through Center for Disability Rights. The Director of Human Resources for Center for Disability Rights provides comparable executive salary information that is both regional based for other non profits in Monroe County area and also salary data is obtained for similar types and size not for profit agencies on a national basis. This salary information is given to the Executive Committee (subcommittee of HR Committee which shall include a representative from RCIL), and the members use this information to arrive at the new annual compensation for the CEO/President.

Transition Coaches provide Information & Referral, Peer Mentoring, Independent Living Skills training, and Advocacy to assist people with transitioning out of nursing homes as well as providing support and services to avoid an institutional setting. Within those core service areas the Transition Coaches regularly promote the use of our additional specialty services such as the TRAID Loan Closet, Benefits Advisement Department, and Health Care Advocacy. This year the program employed 4 transition coaches who assisted 115 individuals achieve their transitional goals. This program is partially funded through grant contributions totaling $84,062.

IRS990/ProgSrvcAccomActyOtherGrp/Desc0RCIL's TRAID- Technology Related Assistance for Individuals with Disabilities provides information and resources on adaptive technology, durable medical equipment and assistive devices. 625 individuals used RCIL's TRAID Services. This included simple to technical devices such as loaner commodes and a smart pen for a student in college with a learning disability. This is funded through a grant from the Commission on Quality of Care. This includes services provided to adults in need of borrowing adaptive daily living equipment such as commodes, manual and power wheelchairs, crutches, hover lifts, bath equipment, portable ramps, and other equipment or devices.The individuals may come into RCIL Monday - Friday from 9-5 to borrow equipment, see a demonstration, get funding resources or donate equipment to the free loan closet. RCIL's TRAID covers a six county area and can coordinate with other regional TRAID centers to locate specific equipment upon request. RCIL's TRAID also has an Early Intervention Loan closet that has equipment and devices for infants and children. This is coordinated with each Regional County Early Intervention Center in our six coverage counties. Equipment may be loaned, demonstrated and donated upon request. The equipment may include standers and positioning devices, communication devices and sensory and cognitive equipment. The TRAID Center takes in donations from the community and will either reuse or recycle the devices. This program provided home modification information and support to individuals and assisted in projects such as modular ramps, home bathroom modifications, vertical lifts and ceiling track systems, rail systems, van modifications, and Access to Home renovations.This program is funded through grant contributions totaling $87,401. A portion of the program's grants cover general and administrative expenses directly associated with this program. The grant contributions also covered the cost of capitalized equipment totaling $20,024 in addition to the expenses reported here.
IRS990/ProgSrvcAccomActyOtherGrp/Desc1Federal Institute for Education Leadership (IEL) The RAMP- Ready to Achieve Mentoring Program is providing mentoring services to youth with disabilities ages 14-17 in Wayne County. The youth have a disability and are either in the Juvenile Justice System or are at risk of being in the Juvenile Justice System. This was provided to 46 students in the Wayne County School systems. This grant provides high-tech career focused mentoring and is designed to address the over-representation of youths with disabilities in the juvenile corrections system. RCIL's RAMP is funded through a grant from The Institute for Educational Leadership (IEL) in Washington D.C. from the Office of Juvenile Justice and Delinquency Prevention (OJJDP) at the United States Department of Justice. RCIL is one of 12 sites across the Nation.This program is partially funded through grant contributions totaling $31,728. A portion of the program's revenue and grants cover general and administrative expenses directly associated with this program.
