Governance Explanations

Form 990, Part VI, Section A, line 4

The amendments made to the by-laws in November were threefold. The purpose was to update and modernize the language of the by-laws. Additionally, changes were made to clarify that the role of the Executive Director as administrator of the foundation, not that of a voting board member and to allow a majority of the entire board then in office to constitute a quorum at a meeting for the transaction of business.

Form 990, Part VI, Section B, line 11B

The form 990 is reviewed by the executive director and the governing board.

Form 990, Part VI, Section B, line 12C

Annually board members sign a conflict of interest form and the organization keeps forms on file.

Form 990, Part VI, Section C, line 19

THE ORGANIZATION MAKES ITS GOVERNING DOCUMENTS, CONFLICT OF INTEReST POLICY, AND FINANCIAL STATEMENTS AVAILABLE TO THE PUBLIC BY PROVIDING COPIES UPON REQUEST.

IRS990/Desc0The VFCCE is dedicated to assisting students in obtaining resources to finance their education at any of Virginia's 23 Community Colleges. Established in 2006, the VFCCE's signature scholarship program consists of endowed scholarships as well as named and memorial scholarships. Since 2006, over $1,600,000 has been awarded to over 500 students. Scholarship awards range from $1,000 to $5,000. The VFCCE also has a prestigious Fellows program designed to provide financial support and an innovative leadership curriculum to high-achieving students. To date, 54 Fellows have benefitted from this program and 10 more were chosen for the 2017-2018 academic year. The Potomac Health Foundation Fellowship program, modeled after the Valley Proteins Fellows program, funds $10,000 worth of scholarships and leadership activities for second-year students from eligible zip codes (Northern Virginia) who are enrolled in health sciences associate degree programs. To date, 20 Potomac Health Foundation Fellows have completed this program.

IRS990/ProgSrvcAccomActy2Grp/Desc0Great Expectations began in 2008 to help Virginia's foster youth pursue associate degrees and workforce certifications, transfer to four-year colleges and universities, and position themselves for employment and life success. Since then, the program has served over 3,000 current and former foster youth at 21 community colleges. Coaches served over 1400 students across Virginia during the spring of 2017. We have 11 part-time and 10 full-time GE coaches.

IRS990/ProgSrvcAccomActy3Grp/Desc0THE RURAL VIRGINIA HORSESHOE INITIATIVE IS DESIGNED TO RAISE EDUCATIONAL ATTAINMENT LEVELS AND IMPROVE WORKFORCE SKILLS OF THE RESIDENTS IN RURAL LOCALITIES SERVED BY 14 COMMUNITY COLLEGES. THE RURAL HORSESHOE STRETCHES FROM THE EASTERN SHORE ACROSS SOUTHSIDE AND SOUTHWEST VIRGINIA AND UP THE SHENANDOAH VALLEY. OUR GOALS ARE TO REDUCE BY 50% THE NUMBER OF HORSESHOE RESIDENTS WHO LACK A HIGH SCHOOL DIPLOMA OR ITS EQUIVALENT (CURRENTLY NEARLY 1 IN 5 TO 1 IN 10) AND TO DOUBLE THE PERCENTAGE OF RESIDENTS IN THE HORSESHOE WITH AN ASSOCIATE'S DEGREE OR OTHER COLLEGE CERTIFICATION FROM 27% TO 53%. STRATEGIES TO REACH THESE GOALS INCLUDE INCREASING THE REACH OF HIGH SCHOOL CAREER COACHES TO MORE STUDENTS FROM LOWER- AND MIDDLE-INCOME FAMILIES AND CREATING AN INCENTIVE FUND FOR GED HOLDERS and low skill and/or low wage adults with high school diploma, 25 and older, TO ENCOURAGE CONTINUATION OF THEIR EDUCATION and training AT A COMMUNITY COLLEGE. PILOT PROGRAMS EXISTED IN 8 colleges in FY 2017.

IRS990/ProgSrvcAccomActyOtherGrp/Desc0Implemented in July of 2016, the New Economy Workforce Credential Grant reduces by 2/3 the cost to students participating in approved, noncredit workforce development programs that prepare students for high demand credentials in targeted industries in the commonwealth. In the first year of the program, approximately 4000 credentials were earned by students who enrolled in approved programs at all 23 of Virginia's Community Colleges. For 2017, dedicated workforce credential career coaches at each of the colleges' workforce development divisions will assist students with enrollment, securing financial aid to assist with the first third of costs students are responsible for, program and credential completion, job placement, and job retention.
