The institute for economic development, dba riverfront alliance of delaware county (radc), is a consortium of private sector corporations and non-profit institutions that have come together to develop and implement programs and activities designed to counter the social and economic conditions that result from disinvestment in this community. Within this broad context, radc is specifically committed to undertaking a targeted mix of innovative economic development programs and activities focused on the physical, economic and social revitalization of the city of chester.

“The chair of the board shall annually appoint an executive committee. When the board of directors is not meeting, all powers and authorities granted to the corporation pursuant to the bylaws shall be vested in the corporation's executive committee. The executive committee shall be composed of the following members: (1) the chair/president of the board of directors and all other officers of the board as defined in the corporation's bylaws; (2) up to three additional board members as appointed by the chair/president after his or her election at the annual meeting; and (3) the executive director of the corporation, who shall serve as an ex-officio, non-voting member. The executive committee does not have the authority to: (1) make any unbudgeted expense or loan obligation in excess of $10,000 not previously approved by the board of directors, and (2) amend the bylaws or other rules adopted by the board.”
“There is a management agreement between chester economic development authority (ceda) and the organization for management services, including services typically performed by an executive director. The organization pays ceda a monthly service fee for management and executive director services provided. The total professional fees paid to ceda for the fiscal year were $74,848.”
“The bylaws were amended on december 21, 2021 as follows: (1) these provisions were eliminated: officers of the corporation, except the secretary, shall be members of the board of directors. The positions of chairman and vice chairman, and the positions of president and vice-president shall be filled by two board members representing not-for-profit entities and two board member representing for-profit entities. No board member is eligible to serve as chairman without having first served a full term in the preceding year as vice chairman. No board member is eligible to serve as president without having first served a full term in the preceding year as vice president. These offices shall be rotated annually among board members representing not-for-profit entities and for-profit entities such that at any time the offices are held by board members representing entities as follows: (a) chairman (not-for-profit), president (for-profit), vice chairman (for-profit), vice president (not-for-profit), or (b) chairman (for-profit), president (not-for-profit), vice chairman (not-for-profit), vice president (for-profit) (2) the officer position of president was combined with the chair position. The duties of the president were moved to the vice chair/vice president position. (3) the officer position of vice president was combined with the vice chair position. (4) the executive director is now under a formal agreement for professional services. (5) a fiscal policy outlining the authority of the executive director to execute contracts and approve invoices was adopted. (a) the executive director has financial authority to execute contracts, approve invoices, and sign checks for expenses of $5,000 or less. For expenditures greater than $5,000, two signatures on a check request form are required from any of the following: the executive director, chair, vice chair, or treasurer. The board may authorize additional signors to the account. (b) in the event there is an expense greater than $5,000, requiring the execution of a written contract, the executive director may sign the contract based on the following criteria: (1) the expenditure was included in the current year fiscal budget that was approved by the board, and a second signature for payment has been secured; and (2) the board approved a motion for the execution of the contract and payment of fees, and a second signature for payment has been secured. (3) in all other circumstances, the contract shall be executed by the chair of the board. (c) prior to submitting an expense report for payment, the executive director shall submit the report to a member of the executive committee for approval. (6) an executive committee was added. Since tax matters are subject to some degree of uncertainty, there can be no assurance that the organization's tax returns will not be challenged by the taxing authorities and that the organization will not be subject to additional tax, penalties, and interest as a result of such challenge.”

THIS INITIATIVE COMPLEMENTED THE CONSTRUCTION OF NEW HOMES AT ARBOR ESTATES LOCATED WITHIN THE NOVA VISTA NEIGHBORHOOD.CONTINUED ON SCHEDULE O.RADC AND CCIP HAVE ALSO RAISED FUNDING FOR A SIMILAR PROJECT IN THE AREA NEAR 9TH & CENTRAL AVENUE ON THE WEST END OF CHESTER. THIS AREA HAS A CORE OF HOMEOWNERS WHO WOULD BENEFIT FROM EXTERIOR REPAIRS. CCIP WAS AWARDED NAP TAX CREDITS AND RADC RECEIVED FUNDING FROM THE CAESARS FOUNDATION TO BEGIN WORK IN THIS NEW TARGET AREA. |

RADC ISSUED A REQUEST FOR PROPOSALS AND AWARDED THE PROJECT TO MCMAHON ASSOCIATES. THE CONTRACT HAS BEEN EXECUTED, THE NOTICE TO PROCEED ISSUED AND THE KICK-OFF MEETING WAS HELD. CONTINUED ON SCHEDULE O.IN LATE 2021, RADC WAS AWARDED $750,000 IN WATERFRONT DEVELOPMENT TAX CREDITS FROM THE COMMONWEALTH THAT HAVE BEEN PURCHASED BY ONE OF OUR MEMBERS, POWER HOME REMODELING GROUP. THIS PROJECT, WHEN FULLY FUNDED, WILL INCLUDE PEDESTRIAN IMPROVEMENTS, DEVELOPMENT OF A MULTIUSE PATH CONNECTED PORTION TO THE EAST COAST GREENWAY, LANDSCAPING AND STORMWATER MANAGEMENT. EAST COAST GREENWAY - CONNECTOR STREETS:RADC, WORKING WITH THE PENNSYLVANIA ENVIRONMENTAL COUNCIL AND THE EAST COAST GREENWAY ALLIANCE, HAVE BEEN INVOLVED IN THE DESIGN OF THE HIGHLAND AVENUE CONNECTOR WITH AN ENGINEERING FIRM. DESIGN FUNDS HAVE ALSO BEEN AWARDED FOR THE NORRIS STREET CONNECTOR TRAIL ON THE EASTERN END OF THE TARGET AREA. ONCE CONSTRUCTED, THE HIGHLAND AND NORRIS CONNECTORS WILL ENABLE RESIDENTS TO SAFELY ACCESS THE HIGH QUALITY BUT DISCONNECTED CHESTER RIVERWALK, SUBARU PARK STADIUM AS WELL AS THE DELAWARE RIVER ITSELF.RADC ALSO COMPLETED THE GRANT APPLICATION ON BEHALF OF THE CITY OF CHESTER FOR FEDERAL FUNDING FOR THE CONSTRUCTION OF A COMPLETE STREETS PROJECT ON HIGHLAND AVENUE. THIS INITIATIVE WAS ONE OF 10 PROJECTS IN THE PHILADELPHIA REGION AWARDED FUNDING WHICH WILL INCLUDE THE DEVELOPMENT OF THE EAST COAST GREENWAY AND OTHER PEDESTRIAN IMPROVEMENTS. INITIAL DESIGN WORK IS ABOUT 30% COMPLETE AND THE COMMUNITY PARTICIPATION PIECE WILL START IN MID-APRIL WITH DOOR TO DOOR OUTREACH BY THE 9TH STREET YOUTH AND COMMUNITY CENTER. WATERFRONT STREETSCAPE PROJECTS:USING WATERFRONT DEVELOPMENT TAX CREDIT FUNDING, RADC COMPLETED THE DESIGN AND BIDDING OF THE FIRST PHASE OF THE STREETSCAPE ON THE UNIT AND 100 BLOCKS OF REANEY STREET. $500,000 IN TAX CREDITS WERE PURCHASED BY TWO RADC MEMBERS - POWER HOME REMODELING GROUP AND BRYN MAWR TRUST. WATERFRONT PROGRAMMING, COMMUNITY WORKDAYS & EVENTSIN LATE 2021, RADC IN CONJUNCTION WITH LOCAL COMMUNITY-BASED PARTNERS, AS WELL AS THE PARTNERSHIP FOR THE DELAWARE ESTUARY (PDE), PLANNED ITS FIRST DELAWARE RIVER FESTIVAL. THIS FESTIVAL HAS BEEN HELD IN PHILADELPHIA AND CAMDEN FOR A NUMBER OF YEARS AND PDE WANTED TO EXPAND IT TO CHESTER. RADC PLAYED A LARGE ROLE IN ORGANIZING AND RAISING FUNDS FOR THE EVENT THAT WAS HELD AT THE SUBARU PARK STADIUM PLAZA. WHILE THE EVENT HAD AN ENVIRONMENTAL FOCUS, IT ALSO INCLUDED VACCINATIONS, FOOD TRUCKS, LOCAL DANCE TROUPE PERFORMANCES AND A D.J. A TOUR OF THE STADIUM, A TRAINING EXERCISE BY THE POLICE AND FIRE DIVE TEAM AS WELL AS A GARDEN DEMONSTRATION BY THE PENNSYLVANIA HORTICULTURAL SOCIETY WERE HELD THROUGHOUT THE DAY. |
