Mission

The institute for economic development, dba riverfront alliance of delaware county (radc), is a consortium of private sector corporations and non-profit institutions that have come together to develop and implement programs and activities designed to counter the social and economic conditions that result from disinvestment in this community. Within this broad context, radc is specifically committed to undertaking a targeted mix of innovative economic development programs and activities focused on the physical, economic and social revitalization of the city of chester.

Governance Explanations

Form 990, Part VI, Section A, Line 1

The chairman of the board shall annually appoint an executive committee. When the board of directors is not meeting, all powers and authorities granted to the corporation pursuant to the bylaws shall be vested in the corporation's executive committee. The executive committee shall be composed of the following members: (1) the chairman of the board of directors and all other officers of the board as defined in the corporation's bylaws; (2) up to three additional board members as appointed by the chair after his or her election at the annual meeting; and (3) the executive director of the corporation, who shall serve as an ex-officio, non-voting member.

There is a management agreement between chester economic development authority (ceda) and the organization for management services, including services typically performed by an executive director. The organization pays ceda a monthly service fee for management and executive director services provided. The total professional fees paid to ceda for the fiscal year were $74,633.

Financial Statement Notes

PART X, LINE 2:

The organization is exempt from federal income tax under section 501(c)(3) of the internal revenue code. However, income from certain activities not directly related to the organization's tax-exempt purpose may be subject to taxation as unrelated business income. Accounting principles generally accepted in the united states of america prescribe rules for the recognition, measurement, classification, and disclosure in the financial statements of uncertain tax positions taken or expected to be taken in the organization's tax returns. Management has determined that the organization does not have any uncertain tax positions or associated unrecognized benefits that materially impact the financial statements or related disclosures. Since tax matters are subject to some degree of uncertainty, there can be no assurance that the organization's tax returns will not be challenged by the taxing authorities and that the organization will not be subject to additional tax, penalties, and interest as a result of such challenge.

THE PLAN IS AMBITIOUS AND RELIES UPON KEY PUBLIC SECTOR SUPPORT TO ENCOURAGE PRIVATE INVESTMENT. INITIAL STEPS ARE UNDERWAY AS FOLLOWS: (CONTINUED ON SCHEDULE O)INFRASTRUCTURETHE RECONSTRUCTION OF THE UNIT AND 100 BLOCKS OF ENGLE STREET, A PORTION OF WHICH WAS UNPAVED, WAS RECENTLY COMPLETED. WITH WATERFRONT DEVELOPMENT TAX CREDITS FROM THE DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT (DCED), RADC WAS ABLE TO PAVE THE STREET, INSTALL SIDEWALK ON EAST SIDE OF THE STREET AND LAY CONDUIT FOR FUTURE INSTALLATION OF PEDESTRIAN SCALE LIGHTING. RADC WAS AWARDED ADDITIONAL FUNDING IN WATERFRONT DEVELOPMENT TAX CREDITS FOR THE YEAR TWO OF THIS FIVE YEAR PROGRAM. THE FUNDS WILL BE USED FOR THE RECONSTRUCTION OF THE UNIT AND 100 BLOCKS OF REANEY STREET WHICH WILL SERVE AS A GATEWAY FROM ROUTE 291 TO THE STADIUM. AS PART OF THE PROJECT, NATURAL LANDS WILL BE PROVIDING PRO BONO LANDSCAPING DESIGN SERVICES AND WILL ADDRESS STORMWATER MANAGEMENT. THE GOAL OF THE DESIGN, WHICH WILL INCLUDE LIGHTING, SIGNAGE, TRAFFIC CALMING MEASURES AND OTHER STREETSCAPE AMENITIES, IS TO ESTABLISH A PROTOTYPE THAT CAN BE USED ON ALL OF THE WATERFRONT CONNECTOR STREETS FOR AN ATTRACTIVE, UNIFORM APPEARANCE. RADC HAS DEVELOPED A CONCEPTUAL PLAN FOR THE SECTION OF ROUTE 291 FROM ENGLE TO NORRIS STREETS. THE IMPROVEMENTS INCLUDE ADDITIONAL SIGNALIZATION, TRAFFIC CALMING MEASURES, A PLANTED LANDSCAPED AREA AND A MULTIUSE TRAIL ON THE SOUTH SIDE. RADC IS SEEKING FUNDING FROM DVRPC TO COMPLETE CONSTRUCTION DRAWINGS TO ALLOW IT TO APPLY FOR STATE OR FEDERAL FUNDING. RECREATIONINITIAL RECREATIONAL IMPROVEMENTS INCLUDE REPAIRS TO THE EXISTING PUBLIC BOAT RAMP AND PIER AT THE BARRY BRIDGE PARK. THE PARK WILL BE UPGRADED WITH A PERGOLA, COMMERCIAL PLANTERS, NEW TREES AND PAINTING OF PARK AMENITIES USING FUNDING FROM A DEP FINE AND A COUNTY GRANT. RADC IS ASSISTING THE CITY WITH THIS PROJECT.THE CHESTER RIVERWALK IS ONE OF THE MAJOR EXISTING AMENITIES AND IS OFFICIALLY A SECTION OF THE EAST COAST GREENWAY (ECG). FUNDING HAS BEEN SECURED TO DESIGN THE CONNECTOR TRAIL AT HIGHLAND AVENUE AND FUNDING APPLICATIONS WILL BE SUBMITTED FOR THE PIECE ON NORRIS STREET. COMMUNITY OUTREACHTHE WEST 2ND STREET TASK FORCE INCLUDES LOCAL RESIDENTS, BUSINESSES AND CITY OFFICIALS INTERESTED IN TRANSFORMING ROUTE 291 AND REVITALIZING THE SURROUNDING RESIDENTIAL NEIGHBORHOODS. IT IS IMPORTANT FOR RADC TO HAVE A DIRECT DIALOGUE WITH LOCAL RESIDENTS AND BUSINESSES TO INSURE THAT THE PROGRAMS AND PROPOSED IMPROVEMENTS ARE SUPPORTED BY THE COMMUNITY.

THIS PROGRAM HAS PROVIDED DOWNPAYMENT AND CLOSING COST ASSISTANCE FOR EMPLOYEES OF ITS MEMBER ORGANIZATIONS AND NOW OFFERS A MATCHING FAADE IMPROVEMENT PROGRAM FOR MEMBER EMPLOYEES OWNING THEIR PRIMARY HOME IN CHESTER. (CONTINUED ON SCHEDULE O)IN THE LAST YEAR, RADC EXPANDED ITS HOUSING PROGRAMS TO INCLUDE NEIGHBORHOOD REVITALIZATION IN SELECTED CHESTER NEIGHBORHOODS THAT EXHIBIT HIGHER HOMEOWNERSHIP RATES BUT ARE IN NEED OF INVESTMENT. THE FOLLOWING IS THE LIST OF HOUSING RELATED ACCOMPLISHMENTS IN THE PERIOD ENDING JUNE 30, 2021:-IN PARTNERSHIP WITH THE CHESTER COMMUNITY IMPROVEMENT PROJECT (CCIP), FOUR, LOW/MODERATE INCOME FIRST TIME BUYERS PURCHASED HOMES AT ARBOR ESTATES. TWO OF THE HOMEOWNERS, EMPLOYEES OF THE CHESTER WATER AUTHORITY AND THE CROZER KEYSTONE HEALTH SYSTEM, RECEIVED DOWNPAYMENT AND CLOSING COST ASSISTANCE FROM RADC. IN ADDITION, RADC COMMITTED FUNDING FOR DEVELOPMENT COSTS.-CCIP AND RADC COMPLETED FAADE IMPROVEMENTS AND CAMERA INSTALLATION ON 25 HOMES IN NOVA VISTA.-THREE HOMEOWNERS RECEIVED DOWNPAYMENT AND CLOSING COST ASSISTANCE UNDER RADC'S EMPLOYER ASSISTED HOUSING PROGRAM.
