Mission

The institute for economic development, dba riverfront alliance of delaware county (radc), is a consortium of private sector corporations and non-profit institutions that have come together to develop and implement programs and activities designed to counter the social and economic conditions that result from disinvestment in this community. Within this broad context, radc is specifically committed to undertaking a targeted mix of innovative economic development programs and activities focused on the physical, economic and social revitalization of the city of chester.

Implement programs to promote the development of the delaware county waterfront.

Governance Explanations

Form 990, Part VI, Section A, Line 1

The chairman of the board shall annually appoint an executive committee. When the board of directors is not meeting, all powers and authorities granted to the corporation pursuant to the bylaws shall be vested in the corporation's executive committee. The executive committee shall be composed of the following members: (1) the chairman of the board of directors and all other officers of the board as defined in the corporation's bylaws; (2) up to three additional board members as appointed by the chair after his or her election at the annual meeting; and (3) the executive director of the corporation, who shall serve as an ex-officio, non-voting member.

There is a management agreement between chester economic development authority (ceda) and the organization for management services, including services typically performed by an executive director. The organization pays ceda a monthly service fee for management and executive director services provided. The total professional fees paid to ceda for the fiscal year were $74,632.

Financial Statement Notes

PART X, LINE 2:

The organization is exempt from federal income tax under section 501(c)(3) of the internal revenue code. However, income from certain activities not directly related to the organization's tax-exempt purpose may be subject to taxation as unrelated business income. Accounting principles generally accepted in the united states of america prescribe rules for the recognition, measurement, classification, and disclosure in the financial statements of uncertain tax positions taken or expected to be taken in the organization's tax returns. Management has determined that the organization does not have any uncertain tax positions or associated unrecognized benefits that materially impact the financial statements or related disclosures. Since tax matters are subject to some degree of uncertainty, there can be no assurance that the organization's tax returns will not be challenged by the taxing authorities and that the organization will not be subject to additional tax, penalties, and interest as a result of such challenge.

IT IS CURRENTLY FOCUSING ON TWO INITIATIVES. THE FIRST IS FUNDING FOR A MASTER PLAN THAT WILL BUILD ON THE RECENTLY COMPLETED PARKS, TRAILS AND OPEN SPACE PLAN. (CONTINUED ON SCHEDULE O)THE PARKS, TRAILS AND OPEN SPACE PLAN OUTLINES SPECIFIC RECREATIONAL IMPROVEMENTS AND PROGRAMMING FOR THE AREA BETWEEN HIGHLAND AVENUE AND NORRIS STREET.THE GOAL OF THE PLAN IS TO BUILD UPON THE EXISTING ASSETS WHICH INCLUDE THE 18,500 SEAT SUBARU PARK, THE DELAWARE RIVER, THE COMMODORE BARRY BRIDGE AND COMMODORE BARRY BRIDGE PARK, THE 1.5 MILE CHESTER RIVERWALK, WHICH IS PART OF THE EAST COAST GREENWAY, AND THE 400,000 SQUARE FOOT COMMERCIAL OFFICE BUILDING. THE PLAN ADDRESSES INITIAL PUBLIC SECTOR INVESTMENT AND LONGER-TERM DEVELOPMENT OF COMMERCIAL, RESIDENTIAL, AND RECREATIONAL USES IN THE TARGET AREA. TO DATE, RADC HAS BEEN INVOLVED IN IMPLEMENTATION OF THE PLAN AND HAS ACCOMPLISHED THE FOLLOWING:- RAISED $215,000 IN WATERFRONT DEVELOPMENT TAX CREDITS FOR THE RECONSTRUCTION OF THE UNIT AND 100 BLOCKS OF ENGLE STREET AS A DIRECT CONNECTION TO THE CHESTER WATERFRONT.- DEVELOPED SPECIFICATIONS AND PUBLICLY BID THE RECONSTRUCTION OF THE UNIT AND 100 BLOCKS OF ENGLE STREET. WORK IS UNDERWAY AND CLOSE TO COMPLETION. - ASSISTED THE PENNSYLVANIA ENVIRONMENTAL COUNCIL AND EAST COAST GREENWAY ALLIANCE ON FUNDING APPLICATIONS FOR DESIGN OF THE HIGHLAND AVENUE CONNECTOR, WHICH WILL LINK THE RIVERWALK TO THE PROPOSED ROUTE 291 SECTION OF THE TRAIL.
