Mission

The institute for economic development, dba riverfront alliance of delaware county (radc), is a consortium of private sector corporations and non-profit institutions that have come together to develop and implement programs and activities designed to counter the social and economic conditions that result from disinvestment in this community. Within this broad context, radc is specifically committed to undertaking a targeted mix of innovative economic development programs and activities focused on the physical, economic and social revitalization of the city of chester.

Governance Explanations

Form 990, Part VI, Section A, Line 1

The chairman of the board shall annually appoint an executive committee. When the board of directors is not meeting, all powers and authorities granted to the corporation pursuant to the bylaws shall be vested in the corporation's executive committee. The executive committee shall be composed of the following members: (1) the chairman of the board of directors and all other officers of the board as defined in the corporation's bylaws; (2) up to three additional board members as appointed by the chair after his or her election at the annual meeting; and (3) the executive director of the corporation, who shall serve as an ex officio, nonvoting member.

The executive director is outsourched from antoeher entity. There is a management agreement between ceda (chester economic development authority) and the organization. The executive director is on ceda's payroll and the organization pays ceda a monthly serbice fee for the executive director's time.

The form 990 is prepared by an independent accounting firm. The executive committee of the board will review the form 990 prior to filing and will advise each voting member of the governing body of their ability to request a copy prior to its filing with the irs.

Financial Statement Notes

PART X, LINE 2:

The organization is exempt from federal income tax under section 501(c)(3) of the internal revenue code. However, income from certain activities not directly related to the organization's tax-exempt purpose may be subject to taxation as unrelated business income. Generally accepted accounting principles prescribe rules for the recognition, measurement, classification, and disclosure in the financial statements of uncertain tax positions taken or expected to be taken in the organization's tax returns. Management has determined that the organization does not have any uncertain tax positions or associated unrecognized benefits that materially impact the financial statements or related disclosures. Since tax matters are subject to some degree of uncertainty, there can be no assurance that the organization's tax returns will not be challenged by the taxing authorities and that the organization will not be subject to additional tax, penalties, and interest as a result of such challenge.

BASED ON FEEDBACK FROM CURRENT PARTNERS AND COLLABORATING BUSINESSES, THE RIVERFRONT ALLIANCE HAS IDENTIFIED THE NEED TO EXPAND EAH SERVICES AND DESIGN A MORE FLEXIBLE PROGRAM THAT IS APPROPRIATE FOR THE RESOURCES OF SMALL- AND MID-SIZED EMPLOYERS.THE RIVERFRONT ALLIANCE IS COMMITTED TO EXPANSION OF THE EMPLOYER ASSISTED HOUSING PROGRAM BECAUSE WE BELIEVE HOMEOWNERSHIP CREATES REAL AND INTRINSIC VALUE IN STABILIZING NEIGHBORHOODS AND COMMUNITIES. MANY OF ITS MEMBERS, INCLUDING HARRAH'S, PHILADELPHIA UNION, SIG COMBIBLOC, DELCORA AND MONROE ENERGY, ARE LOCATED ON THE WATERFRONT AND ARE EAGER FOR CONTINUED DEVELOPMENT. AS SUCH, RADC HAS CREATED A WATERFRONT DEVELOPMENT COMMITTEE TO GUIDE THIS PROCESS. THE COMMITTEE INCLUDES REPRESENTATIVES OF WATERFRONT BUSINESSES, ELECTED OFFICIALS AT BOTH THE COMMONWEALTH, CITY AND COUNTY LEVELS, AS WELL AS ENVIRONMENTAL AND PLANNING ORGANIZATIONS. IT IS CURRENTLY FOCUSING ON TWO INITIATIVES. THE FIRST IS FUNDING FOR A MASTER PLAN THAT WILL BUILD ON THE RECENTLY COMPLETED PARKS, TRAILS AND OPEN SPACE PLAN. THE PARKS, TRAILS AND OPEN SPACE PLAN OUTLINES SPECIFIC RECREATIONAL IMPROVEMENTS AND PROGRAMMING FOR THE AREA BETWEEN HIGHLAND AVENUE AND NORRIS STREET.THE GOAL OF THE PLAN IS TO BUILD UPON THE EXISTING ASSETS WHICH INCLUDE THE 18,500 SEAT TALEN ENERGY STADIUM, THE DELAWARE RIVER, THE COMMODORE BARRY BRIDGE AND COMMODORE BARRY BRIDGE PARK, THE 1.5 MILE CHESTER RIVERWALK, WHICH IS PART OF THE EAST COAST GREENWAY, AND THE 400,000 SQUARE FOOT WHARF OFFICE BUILDING TO MAKE THE AREA MORE THAN JUST A PLACE TO GO TO WORK OR TO SEE A GAME. THE SPECIFIC TARGET AREA EXTENDS FROM HIGHLAND AVENUE TO THE DELAWARE RIVER, FROM NORRIS STREET TO ROUTE 291. IN ADDITION, MAJOR CORRIDORS, SUCH AS FLOWER AND ENGLE STREET, PROVIDING DIRECT CONNECTIONS TO THE WATERFRONT WILL BE CONSIDERED AS PART OF THE PLANNING AREA. THE MASTER PLAN WILL ADDRESS: LAND USE, MARKET CONDITIONS AND REUSE OPTIONS, PARKING DEMAND AND ANALYSIS, TRANSPORTATION AND TRAIL ALIGNMENT AND CONNECTIONS, ENVIRONMENTAL AND MARITIME ISSUES, AND LANDSCAPE ARCHITECTURE AND ENHANCEMENT OF PUBLIC SPACES.
