Mission

The kutztown festival is no longer active.

The kutztown festival is in a unique position to help nurture and sustain the shrinking pa dutch culture of the eastern pennsylvania region. The area, and indeed the festival, is internationally known for its pa dutch culture with the partnering of the festival, pennsylvania cultural heritage center at kutztown university and other organizations, kutztown has become one of the most important geographical centers in the country for pa dutch interests of any sort. The festival is essential to the success of this cultural life, as its national exposures will keep the outside world constantly aware of kutztown the cultural identity of the area, so unique in today's society, is essential to the success of the festival the partnership between cultural identity and the festival is needed for either to survive.

The objective of kpgf's executive compensation policy is to provide reasonable and competitive compensation for the position of executive director, as well as other key staff positions. Execuitve compensation is established using appropriate market surveys of comparable organizations and for funcationally equivalent positions, it considers total compensation and individual performance and agency performance. Compensation is established to ensure that kpgf is competitive in the market for talent while keeping costs in an affordable range. The compensation equivalent used for these positions is the international festival and esvents, inc compensation guidelines for the east coast, usa. Using comparable events and responsibilities for the executive director, a 5 year contractual agreement is used to cover compensation, as well as duties and responsibilites. The executive director is evaluated annually by an excutive committee review committee. The committee meets with the executive director and independently of the executive director with the purpose of discussing his/her performance relative to the job description, status of yearly goals and the assessment of strategic objectives. The executive review committee establishes a recommendation for bonus compensation in the context of the annual evaluation, annual benchmarks, and the budget for the coming year. The executive review committee's recommendation is taken to the full board of directors for approval. The board president meets with the executive director to discuss and document the evaluation goals, strategic objectives, and bonus compensation for the coming year.

Financial Statement Notes

PART X, LINE 2:

The festival is exempt from federal income tax under section 501(c)(4) of the internal revenue code. As a not-for-profit organization, the festival is generally exempt from federal and state income taxes. The festival is subject to federal and state income taxes on unrelated business income. The festival recognizes penalties and interest accrued related to income tax liabilities in the provision (benefit) for income taxes in its statement of activities. For the years ended september 30, 2019 and 2018, there were no accruals for the payment of penalties and interest. When tax returns are filed, it is highly certain that some positions taken would be sustained upon examination by the taxing authorities, while others are subject to uncertainty about the merits of the position taken or the amount of the position that would be ultimately sustained. The benefit of a tax position is recognized in the financial statements in the period during which, based on all available evidence, management believes it is more likely than not that the position will be sustained upon examination, including the resolution of appeals or litigation processes, if any. Tax positions taken are not offset or aggregated with other positions. Tax positions that meet the more-likely-than-not recognition threshold are measured as the largest amount of tax benefit that is more than 50% likely of being realized upon settlement with the applicable taxing authority. The portion of the benefits associated with tax positions taken that exceeds the amount measured as described above is reflected as a liability for unrecognized tax benefits in the accompanying statement of financial position along with any associated interest and penalties that would be payable to the taxing authorities upon examination. The festival files tax returns in the u. S. Federal jurisdiction. The festival's income tax returns are not subject to examination through the year ended september 30, 2015.

THE FESTIVAL IS ESSENTIAL TO THE SUCCESS OF THIS CULTURAL LIFE, AS ITS NATIONAL EXPOSURES WILL KEEP THE OUTSIDE WORLD CONSTANTLY AWARE OF KUTZTOWN THE CULTURAL IDENTITY OF THE AREA, SO UNIQUE IN TODAY'S SOCIETY, IS ESSENTIAL TO THE SUCCESS OF THE FESTIVAL THE PARTNERSHIP BETWEEN CULTURAL IDENTITY AND THE FESTIVAL IS NEEDED FOR EITHER TO SURVIVE.

AS A NOT-FOR-PROFIT ORGANIZATION, THE FESTIVAL IS GENERALLY EXEMPT FROM FEDERAL AND STATE INCOME TAXES. THE FESTIVAL IS SUBJECT TO FEDERAL AND STATE INCOME TAXES ON UNRELATED BUSINESS INCOME. THE FESTIVAL RECOGNIZES PENALTIES AND INTEREST ACCRUED RELATED TO INCOME TAX LIABILITIES IN THE PROVISION (BENEFIT) FOR INCOME TAXES IN ITS STATEMENT OF ACTIVITIES. FOR THE YEARS ENDED SEPTEMBER 30, 2019 AND 2018, THERE WERE NO ACCRUALS FOR THE PAYMENT OF PENALTIES AND INTEREST. WHEN TAX RETURNS ARE FILED, IT IS HIGHLY CERTAIN THAT SOME POSITIONS TAKEN WOULD BE SUSTAINED UPON EXAMINATION BY THE TAXING AUTHORITIES, WHILE OTHERS ARE SUBJECT TO UNCERTAINTY ABOUT THE MERITS OF THE POSITION TAKEN OR THE AMOUNT OF THE POSITION THAT WOULD BE ULTIMATELY SUSTAINED. THE BENEFIT OF A TAX POSITION IS RECOGNIZED IN THE FINANCIAL STATEMENTS IN THE PERIOD DURING WHICH, BASED ON ALL AVAILABLE EVIDENCE, MANAGEMENT BELIEVES IT IS MORE LIKELY THAN NOT THAT THE POSITION WILL BE SUSTAINED UPON EXAMINATION, INCLUDING THE RESOLUTION OF APPEALS OR LITIGATION PROCESSES, IF ANY. EXECUITVE COMPENSATION IS ESTABLISHED USING APPROPRIATE MARKET SURVEYS OF COMPARABLE ORGANIZATIONS AND FOR FUNCATIONALLY EQUIVALENT POSITIONS, IT CONSIDERS TOTAL COMPENSATION AND INDIVIDUAL PERFORMANCE AND AGENCY PERFORMANCE. COMPENSATION IS ESTABLISHED TO ENSURE THAT KPGF IS COMPETITIVE IN THE MARKET FOR TALENT WHILE KEEPING COSTS IN AN AFFORDABLE RANGE. THE COMPENSATION EQUIVALENT USED FOR THESE POSITIONS IS THE INTERNATIONAL FESTIVAL AND ESVENTS, INC COMPENSATION GUIDELINES FOR THE EAST COAST, USA. USING COMPARABLE EVENTS AND RESPONSIBILITIES FOR THE EXECUTIVE DIRECTOR, A 5 YEAR CONTRACTUAL AGREEMENT IS USED TO COVER COMPENSATION, AS WELL AS DUTIES AND RESPONSIBILITES. THE EXECUTIVE DIRECTOR IS EVALUATED ANNUALLY BY AN EXCUTIVE COMMITTEE REVIEW COMMITTEE. THE COMMITTEE MEETS WITH THE EXECUTIVE DIRECTOR AND INDEPENDENTLY OF THE EXECUTIVE DIRECTOR WITH THE PURPOSE OF DISCUSSING HIS/HER PERFORMANCE RELATIVE TO THE JOB DESCRIPTION, STATUS OF YEARLY GOALS AND THE ASSESSMENT OF STRATEGIC OBJECTIVES. THE EXECUTIVE REVIEW COMMITTEE ESTABLISHES A RECOMMENDATION FOR BONUS COMPENSATION IN THE CONTEXT OF THE ANNUAL EVALUATION, ANNUAL BENCHMARKS, AND THE BUDGET FOR THE COMING YEAR. THE EXECUTIVE REVIEW COMMITTEE'S RECOMMENDATION IS TAKEN TO THE FULL BOARD OF DIRECTORS FOR APPROVAL.
