Governing Board Review of Form 990 The Executive Director, Board President, Director of Finance and Administration and the Finance Committee review the 990 prior to the Board vote for approval.

Monitoring and Enforcement of Conflicts Policy The Board of Directors receives a hard copy/electronic copy of the conflict of interest policy statement for review, disclosure and signature annually. It is also included in the Board manual and posted on the Board website. The Executive Assistant, Executive Director and the Board President review all conflict of interest policy statements annually. If there is a conflict during voting, there is an opportunity for the member to disclose the conflict and refrain from voting.

Process in determining compensation In setting salary and wage scales, including executive compensation, MCC uses relevant non-profit compensation survey data. The Board of Directors has established a policy on the Executive Director compensation. The Executive Director is evaluated for accomplishments in three areas of performance, organizational impacts and outcomes, leadership goals established by the Executive Board and on-going position responsibilities. The MCC Executive Committee, led by the Board President, is responsible for carrying out the Executive Director evaluation and determining compensation within budget constraints.

Part X, Line 2:

Income Taxes The Organization is exempt from federal income tax under Section 501(c)(3) of the Internal Revenue Code. The Organization qualifies for the charitable contribution deduction under Code Section 170(b)(1)(A) and has been classified as an organization other than a private foundation under Section 509(a)(1). Generally accepted accounting principles ("GAAP") require entities to evaluate, measure, recognize and disclose any uncertain income tax positions taken on their tax returns. GAAP prescribes a minimum recognition threshold that a tax position is required to meet in order to be recognized in the financial statements. MCC believes that it had no uncertain tax positions as defined in GAAP.

Families receive child-centered services in their home or the childcare center. EHS' family-driven philosophy empowers parents to support and nurture their children, while meeting other critical social and economic goals. MCC currently operates three EHS programs in South Philadelphia, Norristown and Pottstown and will be expanding to Bucks County, making it the largest EHS provider in Pennsylvania.

IRS990/ProgSrvcAccomActy2Grp/Desc0MCC's MOMobile program staff travel in brightly colored vehicles operating from nine sites in Philadelphia, Montgomery and Delaware Counties. They provide home visiting services to at-risk families, employing an outreach strategy built on mutual trust, respect and language/cultural competency. MCC's MOMobile program empowers pregnant women and families to overcome daily challenges to achieve better maternal health and healthy child development. Staff review client needs and work together to create an individualized set of goals. Regularly scheduled home visits, with additional face-to-face and telephone contacts, ensure that women have the resources, knowledge and support needed to build a healthy foundation. Clients also receive referrals to community-based resources and parenting education. The MOMobile's more intensive programs include Healthy Families America (HFA) and Healthy Start. HFA is an evidence based intervention serving families from pregnancy to age 3. The federally funded MOMobile Healthy Start works with families from pregnancy to age 2. MOMobile Safe Start is part of the Merck for Mothers $500 million global initiative to reduce maternal mortality. An innovative partnership with the Hospital of the University of Pennsylvania, Keystone First and Community Behavioral Health, Safe Start MOMobile works with women with chronic health conditions to ensure healthy outcomes for moms.

Our most recent agency-wide outcomes demonstrate a substantial impact on the health and wellbeing of our clients: 63% of clients enrolled in MCC's home visiting programs reduced their risk for perinatal depression; 79.6% of clients initiated breastfeeding (compared to 49% of Philadelphia WIC participants); and 97.3% of clients practiced safe sleep by placing their babies to sleep on their backs (compared to 65% of PA women).Policy and research education of the public, professionals, researchers and policy-makers regarding emerging and critical maternal child health and early care and education issues.
