Governance Explanations

Form 990, Part VI, Section B, Line 11

The 990 was prepared by outside accountants and reviewed by the organization's accounting manager and coo before the entire board reviews the return. Once the review process is complete the 990 is filed with the irs.

Form 990, Part VI, Section B, Line 12

The center for effective public policy has a conflict of interest policy that the officers and employees of the organization must review and sign, however they are not required to review and sign the policy annually. Officers and employees are required to self-report a possible conflict of interest. The board then reviews over the matter and has the ability to deny permission to an employee to take work outside the organization that might be a conflict. Also, board members are required to keep the organization up to date with work they may take on outside of the organization.

Form 990, Part VI, Section B, Line 15

Executive compensation for the three principals at the center (the principals also serve as the board of directors and the officers for the corporation) is periodically reviewed (although not annually) against average annual salaries for other key corporate executive staff and officers regionally, nationally, and in other organizations who provide similar services. Each of the principals has served with the center for more than a decade, therefore, an annual review is not considered necessary. The most recent compensation review was completed on june 2015. Compensation for other key employees (administration and senior managers) is reviewed semi-annually by the principals, and generally salary increases for the forthcoming six months are approved at board meetings. All employee salaries are reviewed as part of the routine budget review conducted by federal, state, and local jurisdictions prior to awarding funds.

The organization makes its governing documents, conflict of interest policy, and financial statements available to the public by request at the office. The organization also makes its 990 available on guidestar.com.

THREE MAJOR PRINCIPLES UNDERLIE THE CENTER'S APPROACH 1) PROBLEMS NEED TO BE ANALYZED AND RESPOND TO SYSTEMATICALLY AND IN THE CONTEXT OF THE RELEVANT POLITICAL ENVIRONMENT, 2) THOSE WHO HAVE THE POWER TO INFLUENCE THE OUTCOME OF THE PROBLEM, AND HAVE AN INVESTMENT IN DOING SO, NEED TO ENGAGE IN A PARTICIPATORY PROCESS TO CREATE THE DESIRED CHANGE, AND 3) CHANGE CANNOT BE IMPOSED BUT MUST GROW FROM THE PARTICULAR CULTURE AND CONTEXT INVOLVED. THE CENTER CARRIES OUT THIS MISSION BY PROVIDING A WIDE ARRAY OF SERVICES WHICH ASSIST PARTICIPANTS IN RESPONDING TO THE PROBLEMS BY FRAMING AND ASSESSING THEIR COMPONENT PARTS, SETTING CONCRETE GOALS, AND DEVELOPING STRATEGIES FOR ADOPTING AND IMPLEMENTING THE OPTIONS WHICH WILL ACHIEVE THOSE GOALS.
