The Board of Directors assigns first review of the 990 to the President. After the President's review the 990 is reviewed by the Board of Directors and subject to their approval.

Failure to comply will result in action taken by HACE's president. If any conflicts arise, the members of the board is asked to sustain in voting or related action subject to the conflict.

The NOC Manager assesses service needs, determines eligibility for public services. The services consist of establishing linkages with all agencies and service providers in the community, to include case management, intake and referral services for evaluation of health and psychological needs; personal assistance, homemaker, meals-on-wheels, transportation, counseling, occasional visiting nurse, preventive health screening/wellness and legal advocacy; educate residents on service availability, application procedures, client rights, etc., providing advocacy as appropriate; set up volunteer support programs with service organizations in the community and help participants build informal support networks with other residents, family and friends.
