GFI'S GOVERNING BODY (CONSISTING OF TEN DIRECTORS) REPRESENTS BROAD INTERESTS OF THE PUBLIC RATHER THAN PRIVATE INTERESTS OF A LIMITED NUMBER OF DONORS.- AVAILABILITY OF PUBLIC FACILITIES OR SERVICES; PUBLIC PARTICIPATION IN PROGRAMS OR POLICIES.
