The association has dues paying members. Membership shall be composed of corporate entities and partnerships that have a business interest in marine cargo handling occupational safety and health. Membership consists of three classes: (a) association members: any member line 6 that is an association that (1) is incorporated in the united states, and (2) represents employers who directly load and unload marine cargo in the negotiations and/or administration of a collective bargaining agreement, shall be classified as an "association member." (b) employer members: any member that is an employer that is represented by an association member in collective bargaining shall be classified as an "employer member." (c) affiliate member: any member that does not meet the criteria outlined in (a) or (b) above - including foreign associations, insurance carriers and equipment manufacturers shall be classified as "affiliate members." each association member has the right to vote on all elections and upon all motions before meetings of the association.

Form 990, Part III (Cont. 1)

The national maritime safety association (nmsa) is the successor organization to the management advisory cargo handling safety committee (maxie), which was organized in 1956 to assist the department of labor in connection with the promulgation of safety and health regulations for longshoring as set forth in public law 85 742 72 stat 835, which amended the longshore and harbor workers' compensation act (33 usc 941) (lhwca). In 1970, the osh act was passed and became effective on april 28, 1971 with the passage of the act, the maxie organization was restructured, and, in july 1972, nmsa was formed for the purpose of representing the maritime industry in safety and health activities. The objectives and purposes of the association are: -to aid, advance, assist, encourage, promote and support safety in the marine cargo handling operations; - to monitor all federal, state, and local governmental regulatory agencies having jurisdiction over safety in marine cargo handling operations, including but not limited to the us department of labor, us department of health and human services, us coast guard, and us department of transportation, and to advise these agencies, as appropriate, on the views of the industry on regulations and related matters: -to cooperate with the bureau of labor statistics, us department of labor, in the development of injury and health statistics in marine cargo handling operations; -to act as a clearinghouse for the industry and its members in general on information necessary to help reduce the injuries and illnesses in the marine cargo handling workplace -to monitor legislative developments affecting safety in the marine cargo handling workplace and, when necessary, to take steps to have congress or other legislative bodies implement sound legislative policy affecting maritime safety and related matters, and -to initiate legal action or participate in any court or before any administrative agency in matters affecting the objectives and purposes of the association.

IN 1970, THE OSH ACT WAS PASSED AND BECAME EFFECTIVE ON APRIL 28, 1971 WITH THE PASSAGE OF THE ACT, THE MAXIE ORGANIZATION WAS RESTRUCTURED, AND, IN JULY 1972, NMSA WAS FORMED FOR THE PURPOSE OF REPRESENTING THE MARITIME INDUSTRY IN SAFETY AND HEALTH ACTIVITIES.
