Governance Explanations

Form 990, Part VI, Section B, Line 11B

The form 990 is reviewed in detail by the cfo and the ceo. Electronic copies of the form 990 are then provided to the board members and reviewed in detail by the board treasurer and president prior to filing.

Form 990, Part VI, Section B, Line 12C

Employees and board members are required to complete and sign a conflict of interest form annually. The signed forms are kept on file. Monitoring starts at the time of employment. If an applicant has immediate family employed by sccap, the applicant would be ineligible if the position for hire is supervised by a member of their immediate family. Staff members cannot collect client intake or eligibility for members of their family and/or friends. All conflicts are reviewed by the ceo and, if necessary, the executive committee.

Form 990, Part VI, Section B, Line 15

The executive committee determines compensation using comparable data from other community action agencies in pennsylvania. A salary survey was completed by the community action association of pennsylvania, a statewide association representing and assisting other community action agencies, which was made available to south central community action program, inc. The executive committee makes salary recommendations for the ceo at the time of the annual evaluation. The recommendations are documented in the evaluation document. Documentation of compensation decisions for the executive director (all csbg supported positions) are in the workplan for csbg funding. A spreadsheet with current rates, hours, and percentage increase clearly stated for each position is submitted to the funding source.

The organization did not have any instances where backup withholding was required; however, if the situation would arise, the organization is aware of the reporting requirements and would handle that accordingly.

The finance/audit committee is responsible for review of the draft audit and selection of the independent auditing firm. The cfo is responsible for the oversight of the audit process. This process has not changed from the previous year.

Financial Statement Notes

PART V, LINE 4:

The fund has reached $25,000 and is considered fully endowed. Distributions can be made from the earnings. The fund supports operations and services in both adams and franklin counties. Current spending would be limited to 5% of market value, but this may change in the future.

PART X, LINE 2:

Accounting principles generally accepted in the united state of america require management to evaluate tax positions taken by south central community action program (sccap), including whether the entity is exempt from income taxes. Management has evaluated the tax positions taken and concluded that sccap had taken no uncertain tax positions that require recognition or disclosure in the financial statements. Therefore, no provision or liability for income taxes has been included in the financial statements. With few exceptions, sccap is no longer subject to income tax examinations by the u.s. Federal state or local tax authorities for years before june 30, 2015.
