Penndel mental health center, inc., a private, non-profit community mental health center, is dedicated to promoting community well-being through the provision of comprehensive behavioral health treatment options, education and support to individuals and families in lower bucks county. Pmhc's mission is to make quality mental health, co-occurring and intellectual disabilities services readily available to all residents. Pmhc employs a staff of highly trained, experienced professionals including psychiatrists, psychologists, therapists, caseworkers, social workers, registered nurses and administrative staff. Agency policy is determined by a board of directors consisting of up to 18 community leaders who work closely with the executive director and administration. Services are provided without regard to race, color, gender, religion, disability or limited english proficiency.

The Form990is prepared by an independent accounting firm. The draft is reviewed by management and the Finance Committee before being distributed to the full Board prior to it being filed with the IRS.

FORM 990, PART VI, SECTION B, LINE 12C:

Members of the board of directors and staff are expected to reveal any personal, family or business interests that they have, that, by creating a divided loyalty, could influence their judgement and hence the wisdom of decisions. A conflict of interest exists when an individual could benefit, disproportionately from others, directly or indirectly, from access to information from a decision over which they might have influence, or, where someone might reasonably perceive there to be such a benefit and influence. Examples of possible conflict of interest situations with respect to penndel mental health center (herein "pmhc") might include, but are not limited to : a board member has a personal or business relationship with pmhc as supplier of goods or services or as a landlord or tenant, a staff member has a personal or financial relationship with a client of pmhc outside the workplace, pmhc is employing someone who is directly related to a board member or staff member. Conflicts of interest (real or perceived) are unavoidable and should not prevent an individual from serving, as a director or staff member, unless the extent of the interest is so signficant that the potential for divided loyalty is present in a large number of situations. Procedure for handling conflicts of interest: 1. Members of the board and staff have a duty to disclose any personal, family or business interests that may, in the eyes of another person, influence their judgment. 2. The board as a whole has a duty to disclose specific conflicts of interests to pmhc members, staff and external stakeholders where that interest may, in their judgment, affect the reputation or credibility of the organization, and to disclose the board's procedure for operating in the presence of such conflicts. 3. Board members and staff have a duty to exempt themselves from participating in any discussion and voting on matters where they have, or may be perceived as having a conflict of interest. In the course of meeting or activities, the officer, employees, agents, vendors or volunteers of pmhc shall disclose any conflicts of interests in a transaction or decision. After disclosure, the officer, employee, agents, vendor or volunteer, may be asked to leave the room for discussion and will not be permitted to vote on the question or motion. The minutes of the meeting will reflect the disclosure made. The vote thereon, and the abstention from voting of any intersted party. Any business relationship between an individual (or company where the indiviual is owner or in a position or authority) and pmhc, outside of their relationship as an officer, employee, agent, vendor, or volunteer that could be considered a potential conflict of interest must be brought to the attention of an immediate supervisor (in the case of an agency employee) or to the attention of the board president (in the case of a board member). The standards of expected behaviour at penndel mental health center is that all officers, employees, agents, vendors or volunteers or members of their immediate families scrupulously avoid conflicts of interest between the interest of penndel mental health center on one hand and personal, professional, and business interests on the other. No employee, officer, or agent shall participate in the selection, award, or administration of a contract suppported by federal funds if a real or apparent conflict of interest would be involved. Such a conflict would arise when an employee, officer or agent, any member of his or her immediate family, his or her partner, or an organization which employs or is about to employ any of the parties indicated herein, has a financial or other interest in the firm selected for an award. Loans to officers, employees, agents or volunteers are expressly prohibited. FORM 990, PART III, LINE 4A, PROGRAM SERVICE ACCOMPLISHMENTS:

There is a wide variety of treatment, serives and supports offered in the community. The assertive community treatment team provides comprehensive and intensive outpatient mental health treatment, rehabilitation and support services individuals who have not achieved and maintained health and stability in the community, who continue to experience hospitalization, pyschiatric emergencies, incarceration, substance use/abuse, and/ or homelessness. The forensic services community treatment team is designed for individuals with severe and persistent mental illness who are involved in the criminal justice system and who have difficulty engaging in traditional treatment programs. Both treatement teams offer individualized field counseling and therapy, case management services, psychiatric medications, and housing supports. Child and family priority services provide community- based holistic, child-centered and family focused services to children and adolescents. Family based mental health services program is an up-to 32 week service which is comprehensive in scope, incorporating needs- based individual therapy, family therapy, casework services, family support services, and crisis stabilization to families in their homes, schools, and other community settings. Blended and administrative case managers provide services to adults with serious and persistent mental illness who may require long-term, intensive intervention as well as adults who need less frequent contacts but need assistance with accessing, coordinating and monitoring resources and serives, with the goal is to achieve safety stability and health living. The path (projects for assistance in the transition from homelessness) program provides outreach to individuls with a serious and persistent mental illness who are homeless or who are at-risk of being homeless, helping individuals to obtain assistance with areas such as money management, medical services, transportation, rehabilitation, income support, food stamps, social security benefits, and education services.

Family support services- mental health and intellectual disabilities: group and individual assistance is provided to some consumers of mental health and intellectual disabilities services through support, information and referral and linkages. The focus is to help individuals and/or families to be able to live successfully in the commmunity. Mh fss funds are utilized to aid consumers and families with expenses incurred from day-programs, out of home placements and for structured activities that aid in recovery. Expenses $106,081. Including grants of $0. Revenue $21,972.

The Center is a nonprofit entity as described in Section 501(c)(3) of the Internal Revenue Code ("IRC") and is exempt from federal and state income taxes pursuant to Section 501(a) of the IRC. The Center does not believe its financial statements contain any uncertain tax positions at June 30, 2024 and 2023. The Center had no income tax penalties or interest for the years reported in these statements.
