“The finance committee reviews the 990 with management and submits changes and/or final approval to the external accounting firm for review and filing. The board will receive a copy for review after the finance committee reviews but before filing.”

“A conflict of interest may exist when the interests or concerns of any director, officer or staff member, or said person's immediate family, or any party, group or organization in which said person holds a position as an employee, officer, director, or partner, may be seen as competing with the interests or concerns of this organization. The executive director and each member of the board of directors of bell socialization services, inc. Must disclose in writing to the board any possible conflict of interest. Any staff member must disclose in writing to the executive director any possible conflict of interest. This disclosure must be updated annually. When such conflict of interest is relevant to a matter requiring action by the board of directors, the interested person shall call it to the attention of the board of directors (or its committee) and such person shall not vote on the matter. Moreover, the person having a conflict shall, at the board's discretion, retire from the room in which the board (or its committee) is meeting and in no event shall participate in the final deliberation or decision regarding the matter under consideration. However, that person shall provide the board or committee with any and all relevant information upon request of the board. When there is a doubt as to whether a conflict of interest exists, the matter shall be resolved by a vote of the board of directors (or its committee), excluding the person concerning whose situation the doubt has arisen.”

“The board meets in executive session to review the salaries of the directors and the financial situation of the organization. Salary adjustments are made accordingly.”

“The organization does not make its governing documents or conflict of interest policy available for public inspection as this is not required by federal or state law. The organization includes a copy of its financial statements with the state registration filed with the pennsylvania department of state, bureau of charitable organizations. These documents are available upon request at the main office of the organization.”

“Next door provides case management and rental assistance to individuals and families living in york county. This program provides assistance with coordination of resources and goal identification such as budget review, employment and education goals, and housing assistance. Staff is available monday through friday from 9am to 6pm in the office, along with 24 hour on call services referrals are self-directed by calling or coming into the office. Appointments are based on priority of need with regards to homeless or near homeless situation. Assessments of status is completed on identified household that are in a priority situation. Referrals from rental assistance are provided by the york county planning commission through the pathways to home. This program provided services to approximately 2,000 individuals in the fiscal year 2018-2019.”

“The organization did not have any instances where backup withholding was required; however, if the situation would arise, the organization is aware of the reporting requirements and would handle that accordingly.”

“The finance committee assumes responsibilty for oversight of the audit and selection of an independent accountant. This process has not changed from prior year.”
