Governance Explanations

Form 990, Part VI, Section B, Line 11B

The form 990 is prepared with the assistance of an independent accounting firm. Prior to its filing, the finance and audit committee reviews the document in its entirety in conjunction with organization management. Prior to filing the form 990 the finance committee advises the board of its approval, distributes the form 990 to all board members and solicits comments or requests for additional information.

Form 990, Part VI, Section B, Line 12C

Employees and board members are subject to a conflict of interest policy. A board member who, individually or as part of a business or professional firm, is involved in any business transactions or similar relationships with the agency shall disclose this relationship to the board and shall not participate in any vote taken in respect to such transactions or services. The board of directors will make the determination as to whether a potential conflict is an actual conflict on interest.

Form 990, Part VI, Section B, Line 15

The board relies on an independent, third party compensation consultant to collect comparability data, assess market trends and make recommendations on the ceo's compensation package. The sample of comparable organizations is composed of organizations from which clarifi might recruit a future ceo or which might have an interest in trying to recruit clarifi's ceo and which additionally are located in labor markets where clarifi has a significant presence. Specific degree of comparability is based on a) gross receipts and b) total assets. The deliberation and final decision are timely documented in the meeting minutes. Form 990, part vi, section b, line 15b: compensation for the coo and sr vp of community affairs is set by the human resources committee and reviewed by the board of directors. When considering compensation, the following tools are used: committee input, independent compensation consultant, review of form 990 of other comparable non-profit organizations and compensation surveys. The deliberation and final decision are timely documented in the meeting minutes.

IF APPROPRIATE, THE COUNSELOR MAY REFER CLIENTS TO OTHER SERVICES TO HELP WITH OTHER AREAS SUCH AS UTILITIES, FOOD AND CLOTHING, IN ORDER TO FREE UP ADDITIONAL FUNDS TO PAY THE MORTGAGE, AND/OR REFER THEM TO SOCIAL AGENCIES THAT MAY HAVE GRANTS FOR HOMEOWNERS IN DEFAULT. CLARIFI ALSO COLLABORATES WITH GOVERNMENT AGENCIES AND COURT SYSTEMS IN PHILADELPHIA, PA, NEW JERSEY, NEW CASTLE COUNTY, DE, MONTGOMERY COUNTY, PA, AND DELAWARE COUNTY, PA TO ASSIST HOMEOWNERS WHOSE PROPERTIES ARE SCHEDULED FOR SHERIFF'S SALE. CLARIFI HAS COUNSELORS IN COURT WORKING WITH HOMEOWNERS AND COUNSEL TO EXPLORE ALL OPTIONS INCLUDING LOAN MODIFICATION, SHORT SALE, REFINANCING AND APPLICATION FOR A HOMEOWNERSHIP PRESERVATION LOAN IF APPLICABLE. TOGETHER WITH LOCAL PRO BONO ATTORNEYS, CLARIFI WORKS TO CONTINUE THE NEGOTIATIONS WITH THE MORTGAGE COMPANY, AND SUBMITS CONCILIATION PROPOSALS IN COURT, WHICH OUTLINE THE CLIENT'S BUDGET AND EFFORTS TO MAKE PAYMENT ARRANGEMENTS WITH THE END GOAL OF AVOIDING FORECLOSURE. CLARIFI HAS ALSO ESTABLISHED RELATIONSHIPS, DIRECT LINES OF COMMUNICATION, AND ONGOING BORROWER OUTREACH CAMPAIGNS WITH MULTIPLE MORTGAGE SERVICERS AND INVESTORS TO IMPROVE THE LINE OF COMMUNICATION WITH MORTGAGE BORROWERS IN DISTRESS. THE FINANCIAL EMPOWERMENT CENTERS ARE LOCATED IN COMMUNITY HUBS WHERE OTHER PUBLIC SERVICES ARE OFFERED. AT THE FEC, LOW-TO-MODERATE INCOME PEOPLE AND FAMILIES RECEIVE ONGOING COUNSELING AND ASSISTANCE IN REACHING PERSONAL FINANCIAL GOALS RELATED TO BUDGETING, SAVING, CREDIT, DEBT AND BANKING. IN 2013 CLARIFI STARTED A COLLABORATIVE PARTNERSHIP WITH THE CITY OF PHILADELPHIA TO LAUNCH AND OPERATE THE FINANCIAL EMPOWERMENT CENTERS (FECS). THE FECS BEGAN IN NEW YORK CITY TO SERVE VERY LOW-INCOME CLIENTS BY EMPLOYING A CASE MANAGEMENT MODEL THAT PROMOTES INTENSIVE FOLLOW-UP OF CLIENT ACTIVITIES AND DOCUMENTATION OF A SET OF WELL-DEFINED OUTCOMES. THERE ARE NO ELIGIBILITY REQUIREMENTS AND NO LIMITATIONS ON THE VOLUME OF SERVICE PER CLIENT. CLIENTS OFTEN RETURN FOR MULTIPLE FOLLOW-UP APPOINTMENTS. THIS METHODOLOGY INCREASES THE CHANCE THAT EACH CLIENT MAKES POSITIVE BEHAVORIAL CHANGES AND MAINTAINS FINANCIALLY HEALTHY BEHAVIORS OVER TIME, BOTH OF WHICH YIELD STRONG, MEASURABLE LONG-TERM OUTCOMES. IN 2020, THE FECS PROVIDED 5,292 COUNSELING SESSIONS AND 291 WORKSHOPS TO 3,237 CLIENTS. OF THOSE CLIENTS, 756 REDUCED THEIR UNSECURED DEBTS BY 10% OR MORE, 2,132 ESTABILISHED EMERGENCY SAVINGS, 921 IMPROVED THEIR CREDIT SCORE BY AT LEAST 35 POINTS, 74 ESTABLISHED A CREDIT SCORE, AND 1,383 ACHIEVED AND MAINTAINED CAPACITY TO MEET BASIC NEEDS FOR 90 DAYS
