Gpca's mission is to break the cycle of generational proverty by ensuring equitable distribution of the resources for vulnerable children, families, and communities. Our vision is to be philadelphia's catalyst for community empowerment and partnership, and the upward mobility of families and communities. We are committed to a nonprofit model that promotes social enterprise, an inspiring and safe environment, and team-oriented culture.

Governance Explanations

Form 990, Part VI, Section A, Line 1A

There shall be an executive committee composed of the president, three vice presidents, and the secretary, and the treasurer (if the treasurer is not the vp of internal affairs). Each of the vice presidents shall serve as a chairperson of the one of the standing committees. The executive committee will be authorized to act on behalf of the board and to continue the policies of the board during the intervals between the meetings of the board, including, but not limited to, the execution of legal documents, with or without corporate seal; but should not exercise such powers, unless in the best judgment of the said committee, the particular situation so requires. In the event of an emergency and absence of the ceo, the executive committee will designate a staff member and establish a succession plan to insure continuous management of the corporation.

Form 990, Part VI, Section A, Line 4

The organization amended its bylaws effective january 1, 2022. The significant changes to the bylaws were as follows: - the name of the organization is greater philadelphia community alliance. Previously the organization's name was diversified community services. - the board of directors shall consist of not less than 10 members and no more than 35 members. Previous bylaws stated the board shall have up to 15 members but no fewer than 7 members. - the officers shall include the president, three vice presidents (internal affairs, external affairs and governance), treasurer and secretary. Previous officers included president, vice-president, secretary and treasurer.

The form 990 is prepared by an independent accounting firm. A draft copy will then be reviewed with the finance committee of the board of directors. Once it is approved by the finance committe, a copy of the form 990 is sent to the board prior to filing with the internal revenue service.

The conflict of interest policy applies to all directors, principal officers, and members of committees with board-delegated powers. A potential conflict should be reported to the board or a committee with board-delegated powers, who will determine if an actual conflict exists. If a conflict is identified, the board or committee with board-delegated powers will appoint a non-interested person or committee to investigate alternatives to the proposed transaction or arrangement that creates the conflict to determine whether the organization can obtain a more advantageous transaction or arrangement with reasonable efforts from a person or entity that would not give rise to a conflict of interest. If not, the board or committee with board-delegated powers shall determine by majority vote of the non-interested person present that the transaction or arrangement is in the organization's best interests and for its own benefit and is fair and reasonable to the corporation. Annual disclosure of actual and potential conflicts is required.

A select committee of the board of directors reviews the executive director's salary by looking at past performance, current salary, and salaries of executive directors in similar organizations via their form 990 and conversations with their board members. The committee then makes a recommendation to the full board, who approves the compensation. The decision is documented timely in an email to the executive director from the board president.

Diversified community services merged with united communities of southeast philadelphia to form greater philadelphia community alliance. The organization increased its youth programs by adding 6 out of school time programs and one 21 century learning center program. The organization added home visiting case management programs and a truancy program that includes a home visit component. The organization also had a full year of our poverty action fund program that started in the prior fiscal year.

Effective january 1, 2022, diversified community services merged with united communities of southeast philadelphia. As a result of the merger, the newly formed entity operates under the name greater philadelphia community alliance. This transaction was accounted for as a merger under the carryover method of accounting. The accounting treatment entails combining the assets, liabilities, and net assets of the merged organizations as of january 1, 2022, the date of merger.

PART X, LINE 2:

The organization is a nonprofit entity as described in section 501(c)(3) of the internal revenue code and, accordingly, no provision for income tax is provided. The organization follows the income tax standard for uncertain tax positions. This standard had no impact on the organization's financial statements, as management is not aware of any uncertain tax positions. The organization's income tax returns are subject to review and examination by federal and state authorities. The organization is not aware of any activities that would jeopardize its tax-exempt status. WE HAVE APPROXIMATELY 200 CHILDREN IN EARLY CHILDHOOD EDUCATION AND AFTER-SCHOOL PROGRAMMING AT ANY ONE TIME. ROUGHLY 95% OF THE CHILDREN ARE SUBSIDIZED BY STATE AND LOCAL GOVERNMENT. THE EARLY LEARNING CENTERS ARE ACCREDITED BY THE NATIONAL ASSOCIATION FOR THE EDUCATION OF YOUNG CHILDREN. THE OBJECTIVE OF THE EARLY LEARNING PROGRAM IS TO ENSURE ALL STUDENTS ARE READY FOR KINDERGARTEN.

IN THE PAST YEAR, APPROXIMATELY 700 INDIVIDUALS RECEIVED HOUSING OR BENEFITS ACCESS SERVICES. AS A RESULT OF THIS, 68 FAMILIES WERE ABLE TO AVOID FORECLOSURE AND STAY IN THEIR HOMES. OVER 800 BENEFITS APPLICATIONS WERE SUBMITTED WITH OVER 300 BENEFIT ENROLLMENTS.
