Mission

The pennsylvania chamber of business and industry is the largest broad-based business association in pennsylvania. Thousands of members throughout the commonwealth employ greater than 50 percent of pennsylvania's private workforce. Headquartered in harrisburg, the pa chamber serves as the frontline advocate for business on capitol hill by influencing the legislative, regulatory, and judicial branches of state government. The pennsylvania chamber of business and industry is dedicated to helping its members understand and easily follow the complexities of state and federal workplace regulations. Services include conferences and publications on a wide variety of issues important to the business community. Our mission is to act as the "statewide voice of businesstm and articulate and advocate on those public policy issues that will expand private sector job creation and lead to a more prosperous pennsylvania for all its citizens.

The audit committee is responsible for the oversight of the audit and selection of an independent accountant. Annually, the audit committee appoints the independent accountant, approves the independent accountant's fees and reviews the audited financial statements and tax returns. This process has not changed since the prior year.

Financial Statement Notes

PART X, LINE 2:

Accounting principles generally accepted in the united states of america require management to evaluate tax positions taken by the chamber including whether the entity is exempt from income taxes. Management evaluated the tax positions taken and concluded that the chamber had taken no uncertain tax positions that require recognition or disclosure in the financial statements. Therefore, no provision or liability for income taxes has been included in the financial statements. With few exceptions the chamber is no longer subject to income tax examinations by the us federal, state, or local tax authorities for years before 2010.

THIS IMPORTANT TAX CHANGE NOW ALIGNS PENNSYLVANIA WITH FEDERAL RULES. HELPING COMPANIES STAY IN BUSINESS DURING LEAN TIMES:THE CAP ON THE AMOUNT OF LOSSES THAT A BUSINESS CAN OFFSET FOR TAX PURPOSES WILL INCREASE FROM $3 MILLION TO $5 MILLION OR 30 PERCENT OF INCOME BY 2015. AS THE PA CHAMBER WORKS TO ELIMINATE THE NET OPERATING LOSS CARRYFORWARD CAP, THIS LATEST IMPROVEMENT WILL BENEFIT CYCLICAL BUSINESSES AND NEW BUSINESSES THAT OFTEN LOSE MONEY IN THEIR EARLY YEARS OF OPERATION, HELPING BOTH TO GROW AND THRIVE.KEEPING FAMILY BUSINESSES IN THE FAMILY:THE PA CHAMBER WAS INSTRUMENTAL IN COMPLETELY ELIMINATING A SERIOUS THREAT TO SMALL FAMILY OWNED BUSINESSES: THE INHERITANCE TAX. THE END OF THIS TAX - OFF THE BOOKS IN 2014 -WILL HELP PREVENT THE LIQUIDATION OF BUSINESS RESOURCES OR THE ENTIRE BUSINESS UPON THE DEATH OF THE PRINCIPAL OWNER. THIS REMOVES A HUGE FINANCIAL BURDEN SURVIVING HEIRS OFTEN FACE WHEN TRYING TO KEEP A BUSINESS IN THE FAMILY.MAKING TAX APPEALS SIMPLER AND MORE FAIR:WE HELPED ESTABLISH A NEW LAW THAT WILL BRING MORE FAIRNESS, EFFICIENCY AND TRANSPARENCY TO THE TAX APPEALS PROCESS. BY RESTRUCTURING THE BOARD OF FINANCE AND REVIEW, THEIR REVAMPED PROCESS WILL BE FAIRER, MORE PREDICTABLE AND FASTER, IMPROVING THE TAX APPEALS PROCESS FOR BUSINESSES IN THE COMMONWEALTH. MAKING IT EASIER FOR BUSINESSES TO OBTAIN CAPITAL:THE 4 MILL CORPORATE LOANS TAX WILL BE REPEALED IN 2014. ELIMINATING THIS TAX ON IN-STATE LOANS-WHICH GAVE AN UNFAIR ADVANTAGE TO OUT-OF-STATE LENDERS-WILL ALLOW SMALLER TO MEDIUM-SIZE BUSINESSES TO OBTAIN THE CAPITAL THEY NEED TO GROW THEIR BUSINESS AND CREATE JOBS. CLEARING UP TAX STATUS FOR CHARITABLE ORGANIZATIONS:WE WORKED WITH HOUSE AND SENATE LAWMAKERS ON A BILL THAT WOULD GIVE THE GENERAL ASSEMBLY THE SOLE AUTHORITY TO DETERMINE INSTITUTIONS OF PURELY PUBLIC CHARITY. RECENT COURT DECISIONS HAVE THREATENED THE TAX-EXEMPT STATUS OF HOSPITALS, EDUCATIONAL FACILITIES AND OTHER ORGANIZATIONS WITH A CHARITABLE MISSION. AS A PROPOSED CONSTITUTIONAL AMENDMENT, THIS BILL NEEDS TO PASS IN THE NEXT LEGISLATIVE SESSION BEFORE BEING APPROVED BY VOTERS.PROTECTING COMPANIES FROM UNSCRUPULOUS CONTRACT AUDITORS:THE DEPARTMENT OF REVENUE NOW IS PROHIBITED FROM HIRING NON-GOVERNMENTAL CONTINGENCY FEE AUDITORS. THIS WILL ELIMINATE THE POTENTIAL FOR ABUSE AND CONFLICT OF INTEREST THAT COULD RESULT FROM THE USE OF OUTSIDE AUDITORS.IMPROVING THE COMMONWEALTH'S HIGHWAYS, BRIDGES, PORTS AND MORE:THE PA CHAMBER WORKED TO ENACT A NEW, COMPREHENSIVE TRANSPORTATION FUNDING LAW BECAUSE AGING INFRASTRUCTURE HAD RESULTED IN WEIGHT RESTRICTED BRIDGES, TRAFFIC DETOURS AND LONGER COMMUTES FOR COMMERCIAL VEHICLES THAT NEED TO GET THEIR GOODS AND SERVICES TO CONSUMERS ON TIME.
