Governance Explanations

Form 990, Part VI, Section A, Line 1A

Dawn's executive committee has the authority to act on behalf of the full board. The board may, by resolution adopted by a majority of the whole board, designate one or more committees (each a "committee; collectively, the "committees"), each such committee shall consist solely of trustees and be comprised of three (3) or more of the trustees of the corporation, and such other persons as the board may determine appropriate. The board may designate one or more trustees as alternate members of any committee, who may replace any absent or disqualified member at any meeting of the committee. Each committee chair, or designee, will report to the board at each monthly board meeting of progress, proceedings, and next steps. An executive committee may have the authority to act for the board between meetings of the board as designated by the majority of the board. It will include the board chair, the president, other trustees, and officers as designated by the board. The board chair will be the executive committee.

Financial Statement Notes

PART X, LINE 2:

The organization is a nonprofit organization exempt from federal and state income taxes under section 501(c)(3) of the internal revenue code and comparable state law. The organization follows standards that provide clarification on accounting for uncertainty in income taxes recognized in the organization's financial statements. The guidance prescribes a recognition threshold and measurement attribute for the recognition and measurement of a tax position taken, or expected to be taken, in a tax return, and also provides guidance on derecognition, classification, interest and penalties, disclosure and transition. The organization's policy is to recognize interest and penalties on unrecognized tax benefits in income tax expense. No interest and penalties were recorded during 2024 or 2023. At september 30, 2024 and 2023, there were no significant income tax uncertainties.

THE PURPOSE AND INTENT OF THE FUNDS DISTRIBUTED THROUGH ACL WAS INTENDED TO "EXPAND THE PUBLIC HEALTH WORKFORCE WITHIN THE AGING AND DISABILITY NETWORKS." AS A RESULT OF THIS INITIATIVE, DAWNCIL ENVISIONED A PLAN TO SUPPORT THE COUNTIES OF MORRIS, SUSSEX, AND WARREN BY PARTNERING WITH EXPERTS IN THE FIELD OF THE PUBLIC HEALTH WORKFORCE TO FOSTER A PARTNERSHIP THAT WOULD NOT ONLY IDENTIFY BARRIERS TO THE PUBLIC HEALTH SYSTEM, BUT ALSO TO CREATE A METHODOLOGY FOR ELIMINATING THOSE BARRIERS. THER GOAL WAS TO PROVIDE TECHNICAL ASSISTANCE REGARDING THE NEEDS OF THE DISABILITY COMMUNITY TO THE EXISTING PUBLIC HEALTH WORKFORCE AND BUILD THE CAPACITY OF THOSE INDIVIDUALS ENTERING THE FIELD OF PUBLIC HEALTH. THIS FUNDING WILL BE END BY 9/30/2025. DURING THE FISCAL YEAR THE CIL IMPLEMENTED SERVICE DELIVERY FROM ITS MOBILE OFFICE TO REACH CLIENTS AND SERVICES PARTNERS IN RURAL SUSSEX AND WARREN COUNTIES. THE ACQUISITION OF THIS MOBILE OFFICE WAS INSPIRED BY THE CONCERNS PRESENTED TO THE MANAGEMENT FROM CONSUMERS AND STAFF REGARDING BARRIERS TO PUBLIC TRANSPORTATION AND THE DISTANCE NEEDED TO TRAVEL TO ACCESS SERVICES. AS A CONSUMER DRIVEN ORGANIZATION, RESPONDING TO THESE CONCERNS IS AN ESSENTIAL PIECE OF OUR MISSION.
