Mission and Program Overview

Mission

The organization's mission is to make the critical connection between individuals and families seeking health and/or human services and the organizations best able to meet their needs.

The organization offers both confidential telephone support to people in crisis and personalized information and referrals to those needing assistance. The organization administers the 2-1-1 system in new jersey through the operation of a call center designated to maintain a 24-hour, 7-day a week statewide voice and data system so that every new jersey resident has immediate access to community and governmental resources to assist in his/her needs. The system facilitates access to health, government and human services and continually enhances its information and referral network. The system also enhances community planning for needed services and improves service delivery through documentation and dissemination of information about human needs.

The organization has its form 990 prepared by an outside accounting firm and has established the following review process to ensure that the information reported is complete and accurate. After the form 990 is prepared and has been reviewed by the chief financial officer and executive director, it is provided to the board of trustees of the organization's governing body in sufficient time for review and approval prior to its submission to the internal revenue service.

Form 990, Part VI, Section B, Line 12C

The organization currently has in place a conflict of interest policy which it annually monitors and enforces. The board currently mandates that all members of management and the governing body annually sign a conflict of interest policy and disclose any potential or actual conflicts that may exist. The signed conflict of interest policy is submitted to the corporate compliance officer who reviews the signed attestations for potential or actual conflicts. If a potential or actual conflict of interest exists, the corporate compliance officer will notify a member of management or the governing body about such conflict and investigate the conflict. The results of the investigation will be summarized and documented by the corporate compliance officer and reported to the governing body. If the corporate compliance officer establishes that an actual conflict exists, the member of management or the governing body will be notified immediately and that person will not be allowed to vote or be a part of any decisions about any such transactions that have to do with the conflict until such time there is no longer a conflict.

The qualifications and experience of the individual are also taken into account in conjunction with industry standards, compensation surveys or study when determining compensation.

Financial Statement Notes

PART X, LINE 2:

The organization is a not-for-profit corporation as described in section 501(c)(3) of the internal revenue code (the "code") and, therefore, is exempt from federal income taxes on income that is related to its tax-exempt purposes pursuant to section 501(a) of the code. The organization is also exempt under title 15 of the state of new jersey corporations and associations not-for-profit act. Accordingly, no provision for federal or state income tax has been presented in the accompanying financial statements. The organization follows the provisions of fasb asc, income taxes. The standard prescribes a minimum recognition threshold and measurement methodology that a tax position taken or expected to be taken in a tax return is required to meet before being recognized in the financial statements. It also provides guidance for derecognition, classification, interest and penalties, accounting in interim periods, disclosure, and transition as they relate to those tax positions. The organization is subject to audit by tax authorities, including a review of its nonprofit status, which management believes would be upheld upon examination. As required by law, the organization files informational returns with both the united states federal and state of new jersey jurisdictions on an annual basis - form 990 with the internal revenue service, and form cri-200 with the state of new jersey. These returns are subject to examination by these authorities within certain statutory periods from the latest filing date for federal and for new jersey.

REQUESTS FOR HELP COME FROM ALL 21 COUNTIES AND THE FACTS COLLECTED AS A RESULT OF THOSE INQUIRIES MAKE NJ 2-1-1 AN ESSENTIAL TOOL FOR PROVIDING REAL-TIME DATA AND TREND INFORMATION - ALERTING LOCAL COMMUNITIES AND PROVIDERS OF SERVICE TO EMERGING NEEDS AND MAKING IT POSSIBLE FOR RESOURCES TO BE DIRECTED TO WHERE THEY WILL DO THE MOST GOOD. IN 2017, NJ 2-1-1 WAS ASKED BY THE STATE TO POWER THE REACHNJ ADDICTIONS HELPLINE. INDIVIDUALS AND FAMILIES NEEDING ASSISTANCE WITH OPIOID ADDICTION WERE COMPASSIONATELY ASSESSED AND SEAMLESSLY CONNECTED TO TREATMENT AND SUPPORT PROGRAMS. OVER 17,000 INDIVIDUALS CONTACTED REACHNJ FOR HELP AND HOPE. OUR RESOURCE DATABASE INCLUDES OVER 3,000 AGENCIES PROVIDING MORE THAN 10,000 PROGRAMS AND SERVICES. THIS DATABASE EQUIPS OUR EXPERTLY TRAINED CALL SPECIALISTS AND WEBSITE TEAM TO ANALYZE WHAT SERVICES ARE NEEDED AND CONNECT PEOPLE QUICKLY AND EFFECTIVELY TO THE HELP THEY NEED WHEN THEY NEED IT MOST. AS A RESULT, NJ 2-1-1 SERVES AS THE FRONT DOOR TO SERVICES AND A LIFELINE FOR THOSE WHO SIMPLY DO NOT KNOW WHERE TO TURN IN TIMES OF CRISIS AND CONFUSION. IN 2017, OVER 89% OF OUR ANNUAL REVENUES WENT DIRECTLY TO PROVIDING INFORMATION AND REFERRAL SERVICES, WITH LESS THAN 11% USED TO SUPPORT ADMINISTRATIVE COSTS.
