The personnel committee and executive director worked with an outside consultant to develop salary bands for each position based on industry standards, comparability data, and job descriptions. The executive committee set the executive director's salary. The executive committee and executive director set the senior management team's salaries. Proposed salaries for all other employees were developed by the executive director and senior management team. These salaries were presented to the personnel committee for approval and were then approved as part of the total operating budget by the board of trustees.

The navigator program provides public education about affordable health care at community events and one-on-one assistance in applying for health insurance under the affordable care act and medicaid/nj family care. This component submitted 1200 new health insurance applications over the year in monmouth, ocean and mercer counties; the latter county was reached through a partnership with mercer street friends food bank. The program also provides other forms of assistance including utilities application assistance, welfare and pantry assistance.

PART X, LINE 2:

The foodbank follows the guidance in the income tax standard regarding the recognition and measurement of uncertain tax positions. The guidance clarifies the accounting for uncertainty in income taxes recognized in an entity's financial statements. The guidance further prescribes recognition and measurement of tax provisions taken or expected to be taken on a tax return that are not certain to be realized. The application of this standard had no impact on the foodbank's financial statements. The foodbank's tax returns are subject to review and examination by federal and state authorities. The tax returns for the years 2011, 2012 and 2013 are open for federal and state tax examinations.

THESE PROGRAMS SERVED OVER 131,000 UNIQUE INDIVIDUALS WITH FOOD OBTAINED FROM THE FOODBANK OVER THE YEAR. WHILE SOME AGENCIES PICK UP THE FOOD THEMSELVES, ABOUT 70% OF THE 10 MILLION POUNDS OF FOOD DISTRIBUTED LAST YEAR WAS DELIVERED DIRECTLY TO THE AGENCIES ON FOODBANK TRUCKS. SOURCES OF DONATED FOOD INCLUDE LOCAL FOOD DRIVES AND DONATIONS, NATIONAL DONATIONS THROUGH FEEDING AMERICA, AND GOVERNMENT FOOD SUCH AS THE EMERGENCY FOOD ASSISTANCE PROGRAM (TEFAP). THE FOODBANK SUPPLEMENTS DONATED FOOD AND PRODUCTS WITH SPECIFIC FOOD AND GROCERY ITEMS PURCHASED THROUGH A SMALL BULK CO-OP PROGRAM, AS WELL AS PURCHASES MADE WITH FUNDING FROM THE STATE FOOD PURCHASE PROGRAM. THE FOODBANK RATES AND SETS STANDARDS FOR THE NUTRITIONAL QUALITY OF THE FOOD IT PROCURES AND ALSO ENSURES THAT A SIGNIFICANT PERCENTAGE OF ITS DISTRIBUTION (18%) CONSISTS OF HIGHLY NUTRITIOUS FRESH PRODUCE. MOBILE PANTRY PROGRAM USES A SPECIALLY OUTFITTED BEVERAGE TRUCK TO DISTRIBUTE FOOD DIRECTLY TO PEOPLE AT 16 SITES EACH MONTH, INCLUDING HOUSING AUTHORITIES, TRAILER PARKS, UNION BUILDINGS, CHURCHES AND OTHER COMMUNITY SITES WHERE EXISTING PANTRIES ARE DIFFICULT TO REACH. THE PROGRAM SERVED AN AVERAGE OF 627 HOUSEHOLDS EACH MONTH DURING THE YEAR, PREDOMINANTLY IN OCEAN COUNTY. THE FOODBANK OPERATES THE SENIOR FOOD PACKAGE PROGRAM, ALSO KNOWN AS THE COMMODITY SUPPLEMENTAL FOOD PROGRAM (CSFP), WHICH PROVIDES MONTHLY PACKAGES OF FOOD, PROVIDED BY THE DEPARTMENT OF AGRICULTURE, TO SENIORS LIVING IN LOW INCOME HOUSING SITES. THE PROGRAM SERVED AN AVERAGE OF 435 SENIOR HOUSEHOLDS EACH MONTH. THE BACKPACK PROGRAM PROVIDES BACKPACKS OF FOOD, EACH WITH 4 WEEKEND MEALS, DISTRIBUTED ON FRIDAY AFTERNOONS TO OVER 600 CHILDREN IDENTIFIED BY SCHOOLS TO BE AT HIGH RISK OF HUNGER. THE PROGRAM OPERATES AT 23 SCHOOLS THROUGHOUT THE SCHOOL YEAR. THE FOODBANK PARTICIPATES IN THE SUMMER FOOD SERVICE PROGRAM, SPONSORING THE PROVISION OF BREAKFASTS AND/OR LUNCHES TO OVER 600 LOW INCOME CHILDREN ATTENDING SUMMER PROGRAMS AT 15 COMMUNITY SITES.

THIS PROGRAM INCLUDES SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM (SNAP) OUTREACH, WHICH ASSESSES CLIENT ELIGIBILITY AND ASSISTS WITH APPLICATION SUBMISSION FOR FOOD STAMPS. THE VOLUNTEER INCOME TAX ASSISTANCE (VITA) OUTREACH COMPONENT PROVIDES FREE TAX PREPARATION FOR LOW TO MODERATE INCOME HOUSEHOLDS DURING TAX SEASON, ENSURING ELIGIBLE HOUSEHOLDS CLAIM CRITICAL EITC AND OTHER TAX CREDITS. THE NAVIGATOR PROGRAM PROVIDES PUBLIC EDUCATION ABOUT AFFORDABLE HEALTH CARE AT COMMUNITY EVENTS AND ONE-ON-ONE ASSISTANCE IN APPLYING FOR HEALTH INSURANCE UNDER THE AFFORDABLE CARE ACT AND MEDICAID/NJ FAMILY CARE. THIS COMPONENT SUBMITTED 1200 NEW HEALTH INSURANCE APPLICATIONS OVER THE YEAR IN MONMOUTH, OCEAN AND MERCER COUNTIES; THE LATTER COUNTY WAS REACHED THROUGH A PARTNERSHIP WITH MERCER STREET FRIENDS FOOD BANK. THE PROGRAM ALSO PROVIDES OTHER FORMS OF ASSISTANCE INCLUDING UTILITIES APPLICATION ASSISTANCE, WELFARE AND PANTRY ASSISTANCE. THE SNAP AND VITA PROGRAMS ALONE - 1248 SNAP APPLICATIONS AND 919 TAX RETURNS SUBMITTED LAST YEAR - BROUGHT IN $5 MILLION IN GREATLY NEEDED BENEFITS DIRECTLY TO LOW INCOME HOUSEHOLDS DURING THE YEAR.
