The mission of dutchess community college foundation is to raise funds to provide scholarships and support the dutchess community college's ("dcc") initiatives that will have a significant and direct impact on the students, faculty, and staff of dcc.

Governance Explanations

Form 990, Part VI, Section B, Line 11B

A paper copy of the draft of the form 990 is reviewed by the foundation's audit committee, board of directors, and the administration personnel and executives of the foundation prior to filing. If there are any issues or questions, these items will be discussed with the accountants preparing the return. Once these issues and questions are resolved, the board will approve the return and will notify the accountants that it may be filed with the irs.

Form 990, Part VI, Section B, Line 12C

Officers and directors are required to annually affirm compliance with the conflict of interest policy. New appointees are required to acknowledge acceptance of the policy upon appointment. Individuals are required to disclose any conflicts that may exist when matters come up for deliberation or decision, and to recuse themselves from the process wherever a conflict may exist.

Form 990, Part VI, Section B, Line 15

The executive director, officers, and key employees are not compensated by the foundation, but the executive director and key employees are compensated by an related organization, dutchess community college ("dcc"). Key employees, whose time is strictly devoted to the foundation, are covered under a union contract. The executive director is a management confidential employee of dcc. Management confidential salaries are determined by the president and dcc's board of trustees and approved with a board resolution.

Additional Explanations

FORM 990, PART XII, LINE 2C:

The audit committee of the foundation assists the board of directors in fulfilling its oversight responsibilities relating to the integrity of the foundation's financial statements, its compliance with legal and regulatory requirements, the qualifications, independence, and performance of the foundation's independent auditors, its code of ethics and business conduct, and any conflict of interest transactions. This process has not changed from the prior year.

Financial Statement Notes

PART III, LINE 1A:

The foundation has a collection of artwork that is on public display at dutchess community college. The foundation has adopted a policy in which the collection of artwork is not capitalized and recognized as an asset. Accordingly, purchases of artwork are a reduction of net assets in the period when purchased. Proceeds from sales or insurance recoveries are recorded as increases in net assets when received.

PART III, LINE 4:

The foundation has a collection of artwork that is on public display at dutchess community college to enhance the learning environment throughout the campus. All items within the collection were donated to the foundation for use as displayed artwork. The foundation does not intend to sell the artwork, but plans to maintain the collection for future generations.

PART V, LINE 4:

The foundation's intended use of endowment funds is to provide long-term support for its charitable programs and to preserve the purchasing power of the corpus and insulate program spending from fluctuations in capital markets. Specifically, the foundation's intended use of the endowment funds is for the provision of general scholarships and grants to students attending dutchess community college as well as 25 graduate scholarships to students furthering their studies.

PART X, LINE 2:

The foundation recognizes the effect of income tax positions only when they are more likely than not to be sustained. Management has determined that the foundation had no uncertain tax positions that would require financial statement recognition and/or disclosure. The foundation is no longer subject to examination by applicable taxing jurisdictions for periods prior to august 31, 2015.

EACH YEAR FACULTY MEMBERS ARE CHOSEN FOR THE CHAIRS, AN HONOR FOR TEACHING EXCELLENCE. THE FACULTY MEMBERS RECEIVE A STIPEND AND ARE ALSO GIVEN A SMALL AMOUNT THAT THEY CAN USE TO BRING IN A SPEAKER OR TO DO A PROJECT. LECTURES TYPICALLY DRAW 300 PEOPLE AND SOME OF THE SPEAKERS HAVE BEEN PULITZER PRIZE AND NOBEL PRIZE WINNERS. CRAFT FAIR: EACH YEAR, DCC HOSTS THE FOUNDATION CRAFT FAIR WITH MORE THAN 100 ARTISTS ON THE WEEKEND FOLLOWING THANSKGIVING. THE FAIR HAS BECOME A MUCH-ANTICIPATED EVENT AS IT ALLOWS PEOPLE TO GET A HEAD START ON THEIR HOLIDAY SHOPPING BY PURCHASING ONE-OF-A-KIND GIFTS FOR FRIENDS AND FAMILY. NOVEMBER MARKED THE CRAFT FAIR'S 46TH YEAR. INVITED PARTICIPANTS INCLUDE SOME OF THE FAVORITE ARTISTS FROM OUR PREVIOUS CRAFT FAIRS, ALONG WITH NEW ARTISTS. THE JURIED FAIR FEATURES WORKS FROM ARTISTS WHO HAND-CRAFTED THEIR OWN ITEMS. SOME OF THE PIECES ARE CONSIDERED FINE ART. ADDITIONALLY, THERE ARE MANY SPECIALTY FOOD VENDORS. THE FOUNDATION'S ANNUAL CRAFT FAIR GIVES ABOUT 3,000 ATTENDEES THE OPPORTUNITY TO FIND ITEMS THAT YOU CANNOT FIND ANYWHERE ELSE. THE EVENT RAISED MORE THAN $30,000 IN PROCEEDS THAT PROVIDE DSERVING DCC STUDENTS WITH SCHOLARSHIPS. GALA: THE FOUNDATION'S COMMUNITY BRIDGE TO THE FUTURE GALA WAS HELD SATURDAY, MARCH 24, 2018 AT THE GRANDVIEW IN POUGHKEEPSIE, NY. DCC TRULY IS THE BRIDGE THAT MANY IN OUR COMMUNITY NEED TO REACH THEIR GOALS. CLOSE TO 400 PEOPLE ATTENDED THE EVENT TO HONOR INDIVIDUALS, ANGELA FLESLAND, '06, MARK MAHONEY '83, CATHY TEMPLE, AND FAMILY SERVICES. ANGLEA AND MARK WERE INDUCTED INTO THE ALUMNI HALL OF FAME FOR THEIR OUTSTANDING PROFESSIONAL CONTRIBUTIONS AND THEIR COMMITMENT TO OUR COMMUNITY. WE HONORED CATHY TEMPLE WITH THE BERNARD HANDEL COMMUNITY LEADERSHIP AWARD, WHICH IS PRESENTED TO MEMBERS OF OUR COMMUNITY WHO IMPROVE LIVES IN DUTCHESS COUNTY THROUGH THEIR LEADERSHIP AND VOLUNTEER WORK WITH LOCAL NOT-FOR-PROFIT ORGANIZATIONS. WE HONORED THE FAMILY SERVICES WITH THE BRIDGE TO THE FUTURE AWARD, WHICH WAS ESTABLISHED TO RECOGNIZE INDIVIDUALS AND ORGANIZATIONS WHO HAVE HAD A MEASURABLE IMPACT ON OUR COMMUNITY AND WHO HAVE ENHANCED THE QUALITY OF LIFE FOR THOSE WHO LIVE AND WORK IN THE MID-HUDSON VALLEY. OUR COMMUNITY'S BRIDGE TO THE FUTURE GALA RAISES MONEY TO SUPPORT MORE THAN $420,000 IN SCHOLARSHIPS AWARDED EACH YEAR TO OVER 220 STUDENTS BY THE FOUNDATION. GOLF TOURNAMENT: 29TH ANNUAL FOUNDATION GOLF TOURNAMENT AND DINNER IN MEMORY OF JACK ORCUTT WAS HELD ON MAY 21, 2018 AT THE LINKS AT UNION VALE. THIS EVENT HELPS TO SUPPORT THE MISSION OF THE FOUNDATION, WHICH IS TO PROVIDE SCHOLARSHIPS TO DESERVING STUDENTS IN OUR REGION. THE EVENT WAS A SUCCESS, RAISING MORE THAN $53,000.
