Mission

Through innovative programming, the literacy center delivers high-quality instruction, training, and support for adults who are experiencing language, education, and employment barriers.

The literacy center is an award-winning leader in community-based adult literacy education. Instructional services are accessible, innovative, and cost-effective. Pre-ged, ged, esl, civics instruction, and career focused instruction is offered at our main offices as well as ten locations throughout lehigh county, provided to students regardless of ability to pay.

The literacy center maintains a written conflict of interest policy for board members which is reviewed upon joining the board and at each annual meeting. Every board member signs a statement verifying the receipt and review of this policy.

FORM 990, PART I, LINE 1, DESCRIPTION OF ORGANIZATION MISSION, CONTINUED:

Established in 1977, the 2015 fiscal year distinguished itself with a growing number of enrolled students. In this fiscal year 74% of all students were enrolled in english as a second language classes which helps individuals improve their proficiency with the english language or they were attending civics classes to obtain american citizenship. Twenty six percent of enrollment focused on students interested in obtaining a ged (general educational development/high school equivalency certificate). Tlc provided small group and one-on-one tutoring utilizing 85 trained volunteers. In addition, tlc offered instruction in computer basics, health and nutritional literacy, offered conversation clubs, and provided family reading and literacy initiatives at community locations. Statistics collected by the pennsylvania department of education - division of adult education present that the percentage of the literacy center's enrolled students who achieve educational functional level gains place the literacy center in the top ten among pennsylvania's 58 literacy providers. In this fiscal year, the organization held a total of 17 (13 esl and 4 ged) classes along with more than 50 individual and group tutoring sessions and supplemental educational programming at 9 sites throughout allentown and lehigh county, delivering 50,148 student contact hours of direct instruction.

Financial Statement Notes

PART X, LINE 2:

The organization is a non-profit organization exempt from income taxes under section 501(c)(3), of the internal revenue code. The accounting standard for uncertainty in income taxes addresses the determination of whether tax benefits claims or expected to be claimed on a tax return should be recorded in the financial statements. Under that guidance, the organization may recognize the tax benefits from an uncertain tax position only if it is more likely than not that the tax position will be sustained on examination by taxing authorities based on the technical merits of the position. Examples of tax positions include the tax-exempt status of the organization and various positions related to the potential sources of unrelated business taxable income (ubit). The tax benefits recognized in the financial statements from such a position are measured based on the largest benefit that has a greater than 50% likelihood of being realized upon ultimate settlement. There were no unrecognized tax benefits or liabilities recorded for the fiscal years 2015 and 2014. The organization files its 990 with the united states internal revenue service and with the bureau of charitable organizations in pennsylvania. The organization is generally no longer subject to examination by the internal revenue service for years before 2012.
