The mission of the bsa is to prepare young people to make ethical choices over their lifetime by instilling in them the values of the scout oath and law.

To be an integral part of our community while providing every kid in our service area an opportunity to be in a quality scout program.

Independent board members hold a compensation committee to determine the local scout executive's total compensation for the year. The board members follow the national council's analysis report and program. The national report includes irs compliance guidelines, charts of salary structures according to council size, location and other factors, and other benefits. The local board members follow the guidelines to be in compliance with irs code 4958.

Financial Statement Notes

Part V - Line 4 Endowment Funds

As of december 31, 2017, the council's endowment consists of individual funds established for a variety of purposes. Its endowment includes funds designated by the board of directors (the "board") to function as endowments. As required by accounting principals generally accepted in the united states of america, net assets associated with endowment funds, including funds designated by the board to function as endowments, are classified and reported based on the existence or absence of donor-imposed restrictions.

Part X Line 2 - Other Liabilities-liability for Uncertain Tax Provisions

The council is a not-for-profit organization that is exempt from income taxes under section 501(a) as described under 501(c)(3) of the internal revenue code and comparable state law as a charitable organization, whereby only unrelated business income, as defined by section 512 of the code is subject to federal income tax. The council currently has no unrelated business income. Accordingly, no provision for income taxes has been recorded. The council has adopted the provisions of the fasb standard on accounting for uncertainty in income taxes (asc 740-10-25). The council does not believe there are any material uncertain tax positions and, accordingly, it will not recognize any liability for unrecognized tax benefits. For the year ended december 31, 2017, no interest or penalties were recorded or included in its financial statements. Further, there are no income tax related penalties and interest in these financial statements.

Part XI, Line 4B- Beneficial Interest

The council has a benficial interest in gift annuities which are temrporarily restricted in use until the death of the donor of each respective interest. Included in the 2017 return is the change in fmv of the annuities of $7,686.

Part V, Line 2B- Custodial Accounts

The council maintains certain funds on behalf of individual boy scout units. The balances held in custody as of december 31, 2017 were $182,106.
