Over the years christian recovery houses, inc. Faced significant hurdles in increasing rents and securing qualified housing from entities willing to rent to the organization, and/or that would meet the stringent zoning requirements placed on group homes in their opearting market. In an effort to overcome this dilemma, claude e. Blankenship, jr., the founder and president of the organization, has purchased three rental houses in his personal name in order to provide recovery housing at a rental rate of less than 65% of fair market value to the organization. The organization has not had the financial history to secure funds to purchase properties in the past, but was successful in 2017 in purchasing two properties with bank financing as reported on this form 990. Claude e. Blankenship, jr. Donated much of the down payments required to purchase these homes and has personally guaranteed these loans in order to secure them, and continues to receive no compensation from the organization for this guarantee or the services he provides weekly as the president of the organization. The value of the rent is less than the cumulative annual total and less than the singular payment reporting thresholds per schedule l instructions, but this information is disclosed herein out of an abundance of transparency within the organization. The rent has never been increased for over a decade, and comparable rental rates in the market are reviewed periodically to ensure the originally established rent rate remains at a steep discount to fair market value. Recent reviews indicate these rates are approximately 50% of fmv today.

Crh combines traditional 12 step meetings, in-house christian education, peer accountability, church services, and mentorship to plant individuals deeply in a sober life with christ. The program is comprised of 3 phases, with increasing freedom and responsibility as residents remain in the program and prayerfully grow more mature in their faith and sobriety. Christ and honesty is the foundation of our program, coupled with the belief that true recovery can be and is best achieved in a growing and maturing relationship with jesus christ.

BLANKENSHIP, JR., THE FOUNDER AND PRESIDENT OF THE ORGANIZATION, HAS PURCHASED THREE RENTAL HOUSES IN HIS PERSONAL NAME IN ORDER TO PROVIDE RECOVERY HOUSING AT A RENTAL RATE OF LESS THAN 65% OF FAIR MARKET VALUE TO THE ORGANIZATION. THE ORGANIZATION HAS NOT HAD THE FINANCIAL HISTORY TO SECURE FUNDS TO PURCHASE PROPERTIES IN THE PAST, BUT WAS SUCCESSFUL IN 2017 IN PURCHASING TWO PROPERTIES WITH BANK FINANCING AS REPORTED ON THIS FORM 990. CLAUDE E. BLANKENSHIP, JR. DONATED MUCH OF THE DOWN PAYMENTS REQUIRED TO PURCHASE THESE HOMES AND HAS PERSONALLY GUARANTEED THESE LOANS IN ORDER TO SECURE THEM, AND CONTINUES TO RECEIVE NO COMPENSATION FROM THE ORGANIZATION FOR THIS GUARANTEE OR THE SERVICES HE PROVIDES WEEKLY AS THE PRESIDENT OF THE ORGANIZATION. THE VALUE OF THE RENT IS LESS THAN THE CUMULATIVE ANNUAL TOTAL AND LESS THAN THE SINGULAR PAYMENT REPORTING THRESHOLDS PER SCHEDULE L INSTRUCTIONS, BUT THIS INFORMATION IS DISCLOSED HEREIN OUT OF AN ABUNDANCE OF TRANSPARENCY WITHIN THE ORGANIZATION. THE RENT HAS NEVER BEEN INCREASED FOR OVER A DECADE, AND COMPARABLE RENTAL RATES IN THE MARKET ARE REVIEWED PERIODICALLY TO ENSURE THE ORIGINALLY ESTABLISHED RENT RATE REMAINS AT A STEEP DISCOUNT TO FAIR MARKET VALUE. RECENT REVIEWS INDICATE THESE RATES ARE APPROXIMATELY 50% OF FMV TODAY.
