Governance Explanations

Form 990, Part VI, Section A, line 1

The Chair, Vice Chair, and Secretary constitute the Executive Committee. 1. The DCEC Board and Executive Committee will prudently address responsibilities in the interest of efficient management. 2. Meetings of the Executive Committee will be held at such times and places as necessary to serve in an advisory capacity to the DCEC Board. 3. A majority of the Executive Committee will constitute a quorum. 4. The chairperson will chair meetings of the Executive Committee. 5. The Executive Committee does not have any decision-making authority according to Iowa Code. 6. Recommendations of the Executive Committee shall be presented to the DCEC Board for approval or action.

Changes were made to the Bylaws, Section III, Membership and Responsibilities: Efforts shall be made to have members represent a geographical balance throughout the county. The following changes to list of appointees: 2 educational representatives; 1 health representative; and 4 - 6 additional citizens.

The Organization does not have committees with authority to act on behalf of the governing body. The Executive Committee does not have any decision-making authority according to Iowa Code.

The Organization has a formal conflict of interest policy which officers review annually. They use this form to understand the expectations and then disclose any actual or potential conflicts. The Board Chair signs off and then the Board monitors implementation regularly at all meetings. If additional conflicts come up, Members are expected to disclose these immediately and abstain from voting.

Financial Statement Notes

Part X, Line 2:

The Organization is organized as an Iowa nonprofit corporation and has been recognized by the Internal Revenue Service (IRS) as exempt from federal income taxes under Section 501(a) of the Internal Revenue Code as an organization described in Section 501(c)(3), qualify for the charitable contribution deduction under Section 170(b)(1)(A)(vi), and has been determined not to be a private foundation under Sections 509(a)(1). The Organization is annually required to file a Return of Organization Exempt from Income Tax (Form 990) with the IRS. In addition, the Organization is subject to income tax on net income that is derived from business activities that are unrelated to its exempt purposes. The Organization has determined it is not subject to unrelated business income tax and has not filed an Exempt Organization Business Income Tax Return (Form 990-T) with the IRS. The Organization believes that it has appropriate support for any tax positions taken affecting its annual filing requirements, and as such, does not have any uncertain tax positions that are material to the financial statements. The entities would recognize future accrued interest and penalties related to unrecognized tax benefits and liabilities in income tax expense if such interest and penalties are incurred. The Organization's Form 990 is no longer subject to tax examination for the years before 2013.

Assistance during the year was extended to 1,733 children ages 0-5.Other accomplishments include visitation to as many registered child care homes as possible by staff who provide support and linkage to resources, developments of strategies to reduce child care staff turnover in child care settings, and new training opportunities for child care professionals.

The Organization is annually required to file a Return of Organization Exempt from Income Tax (Form 990) with the IRS. In addition, the Organization is subject to income tax on net income that is derived from business activities that are unrelated to its exempt purposes. The Organization has determined it is not subject to unrelated business income tax and has not filed an Exempt Organization Business Income Tax Return (Form 990-T) with the IRS. The Organization believes that it has appropriate support for any tax positions taken affecting its annual filing requirements, and as such, does not have any uncertain tax positions that are material to the financial statements. The entities would recognize future accrued interest and penalties related to unrecognized tax benefits and liabilities in income tax expense if such interest and penalties are incurred. The Organization's Form 990 is no longer subject to tax examination for the years before 2013.

IRS990ScheduleI/SupplementalInformationDetail/ExplanationTxt0Preschool scholarships are made available to children whose families are above the Head Start and/or Shared Vision income guidelines but below the 185% poverty level. The income guidelines follow the most recent poverty levels. The applicant cannot receive preschool scholarship funds if the family meets Head Start or Shared Vision income guidelines but chooses not to go to Head Start or Shared Visions. The scholarships are on first come, first serve basis. When funding is exhausted, no more scholarships will be granted. Children must attend a preschool that participates in our predefined quality standards to receive a full scholarship. An application is completed to gather the appropriate information. Applicants must be Dubuque County residents or may qualify if they choose a qualifying Dubuque County preschool and if their current county's program does not cover this. If the child moves out of the area, the scholarship may end. The preschool must have full licensure from the Department of Human Services or the Department of Education. The full scholarship is the full cost the preschool would normally charge the parent. The preschool provider must submit a claim form and request for payment for services to the program facilitator for payment following the month services were provided. This is how the Organization ensures the funds are used appropriately.
