990 Part III Line 4D Other Program Services

The housing and economic recovery act of 2008 (hera) provided funds for emergency assistance for redevelopment of abandoned and foreclosed homes and residential properties, and provides under a rule of construction that, unless hera provides otherwise, the grants are to be considered cdbg funds. The grant program under title iii is referred to as the neighborhood stabilization program (nsp). The nsp grant is a special cdbg allocation to address the problem of abandoned and foreclosed homes. Hera established the need, targets the geographic areas, and limits the eligible uses of nsp funds. The corporation promotes cross sector collaboration between the regions workforce development board (the workplace inc.) and the areas prominent homeless providers that include shelter for the homeless, stamford; alpha community services/cccymca, bridgeport; and new haven home recovery, new haven. The goal of social services for veteran families (ssvf) program is to help veteran families who are homeless or at-risk of homelessness quickly regain stability in permanent housing after experiencing a housing crisis and/or homelessness. Identifying housing opportunities and providing technical assistance on evidence based practices that include housing first, critical time intervention, motivational interviewing and person-centered planning, the corporation ensures successful implementation of this employment/housing model that services two workforce investment areas in connecticuts southwest and south central regions.

Financial Statement Notes

PART X, LINE 2:

The corporation has implemented the accounting guidance for uncertainty in income taxes. Tax positions initially need to be recognized in the financial statements when it is more-likely-than-not the position will be sustained upon examination by tax authorities. As of december 31, 2012 and 2011, the corporation has no uncertain tax positions that qualify for either recognition or disclosure in the financial statements and believes that it has appropriate support for income tax positions taken in its tax returns. Currently, the corporation's federal informational returns for years ended december 31, 2009 to december 31, 2011 remain open to inspection by the irs.
