See schedule oformed in march 2006, the center for energy workforce development (cewd) is a non-profit consortium of electric, natural gas and nuclear utilities and their associations - edison electric institute, american gas association, nuclear energy institute, national rural electric cooperative association and distribution contractors association. Cewd was formed to help utilities work together to develop solutions to the coming workforce shortage in the utility industry. It is the first partnership between utilities their associations, contractors and unions to focus on the need to build a skilled workforce pipeline that will meet future industry needs.

“The executive council is composed of members who develop policy on organization issues, recommend the strategic plan and budget for approval by the board, and provide management guidance and oversight regarding the development of membership, partnerships, alliances and sponsorships. The council consists of a chair, vice chair and council members who represent the diversity of the center for energy workforce development's membership. “The bylaws were amended as follows: 1) to allow past chairs to voluntarily remain on the board in a nonvoting capacity as long as they remain employed by a member company of cewd. 2) to allow the board to create an advisory committee of up to five subject matter experts. “Energy companies: energy company membership is open to u.s.-based entities and internationally-based entities with significant business operations in the u.s. That generate, transmit, supply, store, or otherwise provide energy. Contractors: contractors eligible to join cewd are either: 1. Performing work on site at a utility or other energy service provider or directly on a utility transmission and distribution system such as system engineering, construction, operation and maintenance, equipment testing, refurbishment and repair, and customer service; or 2. Performing work off site for a utility or other energy service provider such as engineering modifications, component fabrication, equipment refurbishment, equipment manufacturing, and equipment testing. Partners: have significant common interests, needs, objectives and goals and bring complementary skills and resources to the partnership. Partnerships are negotiated with agreement on specific outcomes and what each partner will provide along with fees or in-kind contributions. State, local, and regional energy associations: an energy association may join on behalf of all the employees within its coop or municipal membership, or the association may join as an individual entity. Secondary and post secondary educational institutions: educational institutions may become educational members by recommendation of a sponsoring member company. Educational members agree to share information on curriculum, structure and results for individual programs. Workforce systems, government agencies, and nonprofits: workforce systems, government agencies, and non-profits with energy programs may become members by recommendation of a sponsoring member company. Associate members: associate membership is open to any individual, firm, or corporation that supplies products, goods, or operations-based services to companies that generate, transmit, supply, store, or otherwise provide energy, and contractors in the energy industry.”

“Cewd is exempt from the payment of income taxes on its exempt activities under section 501(c)(3) of the internal revenue code (irc). Cewd follows the income tax standard regarding the recognition and measurement of uncertain tax positions. Cewd evaluated its tax positions and determined that its positions are more likely than not to be sustained on examination. Cewd's tax returns are subject to review and examination by federal and state authorities.”
