“OTHER PROGRAM SERVICES 4: Behavioral Health:Washington state has worked in recent years to transform the way that Medicaid services are delivered and reimbursed, including integration between physical health, mental health, and substance use disorder services. The significant scope of this transformation has resulted in implementation challenges around collaboration goals, policy effectiveness, and partner communication. The Washington State Association of Counties and the Washington Health Care Authority have asked the Center to facilitate a process to help the parties build, test, and implement a consensus-based communication framework to help foster integration success moving forward. The Center will help the parties (beginning with several counties and the Health Care Authority) develop an initial framework that addresses their individual and shared perspectives, concerns, strengths and barriers, and seeks shared solutions, alternatives to current and future integration challenges, and positive progress. OTHER PROGRAM SERVICES 5: Criminal Sentencing:The Washington State Legislature asked the William D. Ruckelshaus Center to facilitate a Task Force directed to review state sentencing laws, including a consideration of the report of the Sentencing Guidelines Commission[and] develop recommendations for the purpose of: (a) Reducing sentencing implementation complexities and errors; (b) Improving the effectiveness of the sentencing system; and (c) Promoting and improving public safety. The Ruckelshaus Center will design and guide the work of this historic Task Force over the next 15 months, with an interim report to the Legislature due in December 2019 and a final report in December 2020. This project offers the opportunity for the Ruckelshaus Center to expand the suite of issues to which it has brought the tools of collaborative policymaking while improving the effectiveness of a system that touches every community in the Great Northwest.”

The event celebrated Bill Ruckelshaus transition from Advisory Board Chair to Chair Emeritus. The event also featured Robert Siegel, NPRs award-winning former host of All Things Considered, as he spoke about the importance of the media to an effective democracy. We are able to advance the Ruckelshaus Centers work bringing the expertise of our states premier research institutions to help community members, business leaders, and government decision makers collaboratively tackle complex, and often, controversial, policy challenges. The Ruckelshaus Center brings people together to sort through information, build understanding, and solve problems to improve communities and the state of Washington. |
