Erwc's conflict of interest policy statement requires each director, principal officer, and committee member to annually sign a statement affirming receipt and understanding of, and compliance with the policy. While the policy notes the duty of each interested party to disclose actual or possible conflicts of interest to the board, the policy also calls for the board (or it's designees) to conduct periodic reviews for compliance including whether compensation arrangements and benefits are reasonable, and whether arrangements iwth other entities conform to erwc's written policie, are properly recorded, reflect resonable investment or payments for goods and services, further charitable purposes and do not result in inurement, impermissible private benefit, or excess benefit transaction.

FORM 990 - ORGANIZATION'S MISSION

Eagle river watershed council advocates for the health and conservation of the upper colorado and eagle river basins through research, education, and projects. The watershed council strives to protect and enhance the high- quality natural, scenic and economic values that our rivers and tributaries provide to the citizens, visitors and wildlife of the eagle river and colorado river watersheds located in eagle county.

Form 990, Page 2, Part III, Line 4C

Abrams creek project - abrams creek green-lineage cutthroat trout (oncorhynchus clarkii pleuriticus) is the only indigenous trout population in the eagle river watershed. A ditch diverts water from abrams creek for irrigation and the reduced flow threatens the trout. With funding and project promotional support from eagle river watershed council, trout unlimited and colorado parks and wildlife negotiated an agreement with buckhorn valley metropolitan district to pipe portions of the ditch to improve the efficiency of water delivery in exchange for reducing abrams creek diversions by about 40 percent, leaving an additional average of 300 acre-feet per year of water for the benefit of the trout. The terms of the agreement run with the ditch water rights in perpetuity and also require buckhorn to forego all diversions if abrams creek flows are at or below 1.25 cfs.

WITH FUNDING AND PROJECT PROMOTIONAL SUPPORT FROM EAGLE RIVER WATERSHED COUNCIL, TROUT UNLIMITED AND COLORADO PARKS AND WILDLIFE NEGOTIATED AN AGREEMENT WITH BUCKHORN VALLEY METROPOLITAN DISTRICT TO PIPE PORTIONS OF THE DITCH TO IMPROVE THE EFFICIENCY OF WATER DELIVERY IN EXCHANGE FOR REDUCING ABRAMS CREEK DIVERSIONS BY ABOUT 40 PERCENT, LEAVING AN ADDITIONAL AVERAGE OF 300 ACRE-FEET PER YEAR OF WATER FOR THE BENEFIT OF THE TROUT.
