Mission

Sbshr is a community organization created by business and civic leaders to address the issue of school readiness in our region. We serve chesapeake, norfolk, portsmouth, suffolk, and virginia beach. Our vision is that all children in southampton roads arrive at kindergarten healthy and ready to succeed in school and in life.

Major Activities

Activity 2
Community Planning and Support:Smart Beginnings South Hampton Roads is funding four initiatives to help children in South Hampton Roads arrive at school prepared for success. These initiatives will help communities implement their Collaborative Action Plans, improve the quality of early education in 78 child care centers and 10 family child care homes and link families of newborn children to needed services. The Batten Educational Fund of The Hampton Roads Community Foundation and The Hampton Roads Community Foundation's unrestricted funds will provide support for the following initiatives: Early Education Quality Improvement Initiative - Local data and national research indicates that higher quality child care results in greater school readiness. Virginia's Quality Rating Improvement System (QRIS), a market-based solution providing clear information to consumers about the quality of available care is an important part of this initiative. Participating centers and family child care homes can access scholarships for staff to complete credentials or degrees, training to improve teacher quality, mentorship for quality improvement, early learning materials, curriculum and facility upgrades. A program and child outcomes evaluation is being conducted by the University of Virginia's Center for the Advanced Study of Teaching and Learning (CASTL) to identify what investments make the greatest impact on overall program quality and children's readiness for success in school and inform the implementation of QRIS statewide. 2010 accomplishments include: - 78 centers participating in the Quality Rating Improvement System, impacting over 8,000 children. - 6 four-star rated programs in South Hampton Roads, the highest Star Rating level in the state to date. - Improved program Star Ratings after mentorship and improvements on average from 2.2 to 3.8 on the Star Rating scale. - Built demand and interest in the QRIS steadily over the past 3 years, with more than 30% of the childcare centers in our region having applied for participation. - 20 additional centers have applied and are on a waitlist for participation. - Provided early childhood teacher scholarships to 156 early education teachers. Early Learning Challenge Grants - The five communities of South Hampton Roads developed collaborative action plans to ensure that all children arrive at school prepared for success. Smart Beginnings South Hampton Roads offered the opportunity for each community to apply for $500,000 to address their unique challenges and to incubate the innovative solutions mapped out in their action plans. Grants will be awarded over a five-year period and will require an increasing local match investment. To date: - Four out of five communities are formulating proposals, developing outcomes and forming Early Learning Policy Boards for the first year of the five-year grant cycle. - Technical assistance will be provided to each community in organizing high-level policy boards, improving their early childhood systems and supporting and sustaining the goals and objectives in their action plans.- Cities will begin working on Year 2 proposals in September 2010. Newborn and Family Screening and Referral - Each community's plan identified the importance of reaching parents at the time of their child's birth with information, resources and referrals to services. Smart Beginnings South Hampton Roads is leading a regional effort to develop a single newborn and family screening and referral service to ensure that each family with a newborn baby has access to the services they need. In 2009, SBSHR entered into a contract with EVMS (Eastern Virginia Medical School) and CINCH (Consortium for Infant and Child Health) to analyze local data, make recommendations for moving forward and research policy implications for such a regional system of initial contact, screening, referral and follow-up for every family with a new baby in South Hampton Roads. 2010 Accomplishments include: - Conducte

IRS990/Description0- Introduction -Smart Beginnings South Hampton Roads is an entrepreneurial nonprofit organization created by business, civic, and philanthropic leaders to address the issue of school readiness in Chesapeake, Norfolk, Portsmouth, Suffolk and Virginia Beach. Our vision is that all children in South Hampton Roads arrive at kindergarten healthy and ready to succeed in school, and in life. Our role is to: - Raise awareness about the importance of the early years; - Advocate for greater public-private investment in our youngest citizens; - Encourage regional collaboration to improve our early care and education systems; and - Work with South Hampton Roads cities to garner the resources and support necessary to improve their current systems. HistorySmart Beginnings South Hampton Roads was born in 2004 when The Hampton Roads Community Foundation (formerly The Norfolk Foundation) convened a group of business and community leaders to determine how they might more effectively address the local data revealing that 1 in 5 of our children were not ready for kindergarten, and the compelling research showing that 90% of a child's brain is developed by the age of five. We have moved the meter. As of 2009, 1 in 8 children in our region arrives at kindergarten not ready. A regional, nonpartisan, public-private early childhood initiative was created in 2005 to change the way South Hampton Roads thinks about young children. Our organization strives to create the conditions necessary for the optimal development of children, birth to five, within the family, supported by the community and business leaders. Smart Beginnings South Hampton Roads goal is to make young children a priority for all. - FY 10 Achievements - Public Awareness & Advocacy Many people are just learning about the importance of the early years. Increasing public awareness and building public investment for young children, birth to age five. Our public awareness efforts have been linked to moving advocacy forward and creating the public will with a top-down and grassroots effort simultaneously being built. Our regional multi-media public awareness campaign introduced the issue beginning in 2007. The campaign used compelling facts to highlight the problem, identified research-based solutions and branded our organization as the local source for information on young children and families. We also implemented a public engagement plan to reach out to all constituencies, arming business leaders, philanthropic leaders, faith-based community members, pediatricians and other "unusual allies" with the information they need to make the case for greater investment in young children ages birth to five. We launched a business council and a faith-based alliance to engage influential community members around our cause and create visible champions and outspoken advocates for children. We continually beat the drum through op-ed pieces, articles and advertisements in the newspaper. In 2010 our accomplishments in public awareness include: Public Awareness:-Launched a three phase mini-public awareness campaign in June 2010 designed to: -Build market demand with parents for QRIS-rated centers -Increase market saturation and buy-in with centers -Feature business and elected officials as the "Unusual Allies" -Increase awareness among parents of children birth-five utilizing the school readiness checklist -Published 99 articles, editorials, opinion pieces to date promoting the issue of early education. - Year 1 of public awareness campaign generated over 18,000 website hits - Year 2 of the mini-public awareness campaign generated over 7,400 website hits. - Increased contact data base from zero to 5,000 people willing to call or write elected officials on behalf of children. - Conducted pre-campaign Benchmark Study with 250 interviews by phone with parents of young children. - Increased number of business and elected officials as champions from 10 to 50. - Linked parents with community resources by distribut
