| VI. Health Equity Capacity Building - Solutions-HCE was funded to build capacity in Pierce County, Washington around health equity and the social determinants of health as defined by the Centers for Disease Control and Prevention, and in cooperation with a local community group. There were many steps to this important undertaking, as this had not been previously explored in this manner in the county. The following tasks were accomplished: a. Health Equity Framework - Solutions-HCE worked in cooperation with community members and community groups to develop a framework (or plan) for implementing health equity during the grant process. This included the following steps - i. Health Equity Team Development - Developed a core team of volunteers to begin the process. This team included members of the community (representing populations experiencing disparities) and members of a local community group. As the process progressed, additional members were added to include public health and other community coalitions. ii. Meetings with Individual Coordinators - Met extensively with coordinators of partner coalitions to ensure that they had the support and information needed to develop draft health equity plans. These plans were to be reviewed by their coalitions, and returned to the health equity team for input and dialog. iii. Recommended Resources - Resources and support were provided to all involved in implementing the health equity framework. iv. Assessment - Assessments were implemented in each coalition for the purpose of creating a baseline for evaluation. v. Information Gathering - Requested necessary tools and information to support health equity efforts. This included requesting existing data relevant to Pierce County populations and disease prevalence. b. CHW Trainings Supported and Offered - Offered and facilitated a number of training opportunities aimed at building capacity for addressing health equity during the grant. This included (but is not limited to) the following activities: i. Health Equity Trainings ii. Lobbying Restrictions Training iii. CHEF Coalescing for Change iv. Advocacy 101 v. CHW Training and Certification vi. CBPR vii. MOVE (Mapping Our Voices for Equality) c. Resource Library - Worked in cooperation to develop a resource library for use by partner coalitions and the community. Implementing the Health Equity Framework: Next Steps With many needed factors in place, it is important to take advantage of current momentum (in terms of incorporating health equity), and to support full implementation of the Health Equity Framework. In this manner, each coalition is encouraged and supported to take "co-ownership" of ensuring equity is central to CTP efforts. * Joint Efforts - Health Equity Team * Completion of Self Assessments (Coordinators and Coalitions) * Development of Health Equity Goals and Implementation Plan * Implementation by Coalitions, Collaborative, and ACHIEVE * Assessment Partnership with community is also an important factor of the framework. | Growing Transit Communities: Solutions-HCE was funded to work on a Growing Transit Communities grant. In keeping with Solutions-HCE's mission and vision, the organization elected to partner with community members to implement a plan aimed at increasing youth awareness and participation in transportation related activities as they relate to healthy environments. Solutions-HCE also aimed to increase youth participation in public processes, particularly in under-served communities, utilizing the public participation opportunities provided by the "Growing Transit Communities" forums as a learning mechanism. This target was achieved in the following ways: Participating youth represented the following underserved communities: * Minority (African American & Latino) * Youth (aged 14-18) * Low Income * Eastside/Salishan, Hilltop and South Tacoma communities represented * Immigrant/ESL * Single Parent Households As a direct result of feedback from youth and community members, an due to the success of the previous grant, Solutions-HCE built upon previous work by engaging former community participants to conduct outreach and provide education to other community members. During this grant, youth developed and implemented an outreach strategy, and created a community forum to discuss transportation equity issues with other youth from impacted communities. During this process, youth and youth mentors were empowered to find creative ways to conduct community outreach relevant to transportation equity. With a set of basic guidelines provided (as outlined in the grant), youth and mentors were supported during the development of outreach, community education, and community engagement. We maintained our relationship with the youth, and were, again, asked by youth to continue to work with them. As a result, we sought and identified additional ways for them to conduct community engagement, empowering them as leaders in their community. In addition to the youth project, Solutions-HCE worked in cooperation with a number of community members and community-based organizations to conduct an equity summit in the Tacoma-Pierce County area. During the summit, engaged community members in a discussion about a number of equity issues including environmental justice, criminal justice, and a range of equity issues (health, economic, education, human rights, housing, etc.), and promoted inclusion by local communities in a regional equity convening. Community participation at the summit was widely diverse, to include communities of color, low-income communities, faith-based communities, advocates for gender equality, organizations & agencies, and youth (childcare was provided). During this process, Solutions-HCE shared decision-making with a number of community-based organizations, and co-developed a summit aimed at providing community with the opportunity to articulate equity priorities in Tacoma and Pierce County, and to present the outcomes during the regional opportunity. As a result, more than 100 community members participated in the process, and a delegate of roughly 30 people participated in the subsequent regional effort. To maintain this partnership, Solutions-HCE continues to work in partnership with CBOs, but has also included community members in the process of identifying additional funding to continue equity work in the area. | $12,685 | $12,200 |
| Unfunded Activities: Environmental Protection Agency Partnership Solutions-HCE worked in cooperation with the Environmental Protection Agency's (Region 10) office of Environmental Justice to support their efforts aimed at addressing environmental justice challenges in South and East Tacoma, Washington. In this unfunded activity, Solutions-HCE provided the following support and resources: * Participated in organized meetings to discuss environmental justice challenges in Tacoma * Assisted the EPA-EJ-R10 office in identifying and connecting with local stakeholders * Provided community tours for the EPA-EJ-R10 office for the purposes of acquainting them with the area, and assisting them in identifying potential areas of concern * Assisted in co-organizing a community meeting wherein community members could speak directly with National and Regional EPA-EJ representatives regarding environmental concerns locally. Unfunded Activities: Education Equity in Tacoma (Vibrant Schools Tacoma Coalition) During this project, Solutions-HCE supported an "Undoing Institutional Racism" (UIR) effort led by a local community coalition focusing on education in Tacoma, Washington. To support this effort, Solutions-HCE offered the following: * Funding for the event in the form of a sponsorship * Funded participation by community members expressing interest in participating in UIR workshops and discussions. Unfunded Activities: Organizational Development Organizational development and maintenance activities for Solutions-HCE were unfunded. This included the following activities): * Administrative Costs * Travel Costs and Expenses * Communications In addition, Solutions-HCE funded costs associated with the development and support of the Cross-Cultural Collaborative of Pierce County.
