“Wvahc is governed by a self-selecting board of directors. We do have sustaining members under our bylaws. Sustaining members are people who share our goals of providing qualify, affordable health care to all west virginians, and who pay annual dues as established by the board of directors. Sustaining members receive the newsletter and can attend all board meetings and the annual membership meeting held in october but do not have the authority to vote in any matter. The annual operating budget is established at the annual membership meeting, although the board of directors can modify it as needed. The board of directors also has the authority to establish policies consistent with the bylaws. The board of directors, for example, has established a personnel policy handbook.”
