General explanation attachment

Form 990, Part X, Section Assets & Liabilities:The organization has invested as General Partner in First Ward Delmonte LP (FWD), who has been allocated low-income housing tax credits persuant to Internal Revenue Code Section 42, which regulates the use of the project as to occupant eligibility and unit gross rent, among other requirements. FWD provides 16 units of senior housing in a historic rehabiliated school building. The project must meet the provisions of these regulations during each of 15 consecutive years in order to continue to qualify to receive the tax credits. Failure to comply with occupant eligibility and/or unit gross rent or to correct noncompliance within a specified time period could result in recapture of previously taken low-income housing tax credits plus interest. 2024 Accomplishments:2024 was marked by a transition in leadership as a new President/CEO was appointed, and a Chief Operating Officer was hired. In 2024 Highland Community Builders received the Goodwill Giveback Grant which supported the Youthbuild and Supportive Service Department participants. HCB also secured 1 LISC Capacity Building grant to obtain technical support for property management. Two West Virginia Housing Development Fund grants were secured, providing technical assistance for training and consulting, and permanent gap home ownership support for Highland Meadows development. HCB further fulfilled its mission of supporting the programs of the Housing Authority by helping to fundraise for the YouthBuild program. The property management department provided consultation services for a LIHTC project in Rupert, WV, onboarded a new HOME unit in Elkins, WV, and managed a Housing Preservation Grant project to rehab rental properties. The Property Management staff continued their education with a number of training certifications. Finally, 1 home was sold at Highland Meadows to a buyer below 80% of area medium income and predevelopment began for a single-family, new construction home to be built at Highland Meadows in conjunction with RCHAs YouthBuild program.

IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt7Form 990, Part X, Section Assets & Liabilities:The organization has invested as General Partner in First Ward Delmonte LP (FWD), who has been allocated low-income housing tax credits persuant to Internal Revenue Code Section 42, which regulates the use of the project as to occupant eligibility and unit gross rent, among other requirements. FWD provides 16 units of senior housing in a historic rehabiliated school building. The project must meet the provisions of these regulations during each of 15 consecutive years in order to continue to qualify to receive the tax credits. Failure to comply with occupant eligibility and/or unit gross rent or to correct noncompliance within a specified time period could result in recapture of previously taken low-income housing tax credits plus interest. 2024 Accomplishments:2024 was marked by a transition in leadership as a new President/CEO was appointed, and a Chief Operating Officer was hired. In 2024 Highland Community Builders received the Goodwill Giveback Grant which supported the Youthbuild and Supportive Service Department participants. HCB also secured 1 LISC Capacity Building grant to obtain technical support for property management. Two West Virginia Housing Development Fund grants were secured, providing technical assistance for training and consulting, and permanent gap home ownership support for Highland Meadows development. HCB further fulfilled its mission of supporting the programs of the Housing Authority by helping to fundraise for the YouthBuild program. The property management department provided consultation services for a LIHTC project in Rupert, WV, onboarded a new HOME unit in Elkins, WV, and managed a Housing Preservation Grant project to rehab rental properties. The Property Management staff continued their education with a number of training certifications. Finally, 1 home was sold at Highland Meadows to a buyer below 80% of area medium income and predevelopment began for a single-family, new construction home to be built at Highland Meadows in conjunction with RCHAs YouthBuild program.
