The organization is made up of members and the initial members are the board of directors. A minimum of one-third of the members shall be either a resident of low-income neighborhoods or low-income persons themselves or elected representatives of low-income neighborhoods. No more than one-third of the members may consist of representatives of the public sector. This includes elected officials, appointed public officials, and public employees or anyone appointed by a public official.

Members shall be selected from the general public by a two-thirds vote of a quorum at an annual or special meeting of members. Upon election or appointment to membership in the organization, a member automatically becomes a member of the board of directors of the organization.
