IRS990/Desc0PSI staff, board directors, members, and partners continued to advance EPR programs in the fiscal year ending June 30, 2024. The PSI staff provided technical support, facilitated stakeholder engagement, mediated policy discussions, conducted research, and provided expert testimony that kept our team at the forefront of policy development, capacity building, and education. The results included the establishment of first-in-the-nation stewardship programs for EV batteries in New Jersey and boat wrap in Minnesota, the fifth packaging EPR law in Minnesota, and the 13th paint stewardship program in Maryland, among other milestones. PACKAGING: PSI played a foundational role in the development of Minnesota's packaging EPR law, including providing the policy model on which the law was built, technical assistance, and stakeholder engagement. PSI also served as facilitator for the Colorado packaging EPR advisory board, ensuring that all stakeholder groups have ongoing input into the program; in fiscal year 2024 the focus was the statewide needs assessment study. Additionally, PSI convened and facilitated a meeting of producers, governments, and other key stakeholders that resulted in identification of the top packaging policy elements that require harmonization across states to support the smooth implementation of new programs, which laid the foundation for a harmonization effort that will begin in 2025. In other efforts to help producers navigate compliance with packaging EPR, PSI launched the webinar series "Preparing Producers for Oregon Packaging EPR" in partnership with Circular Action Alliance and Oregon DEQ. BATTERIES, ELECTRONICS, AND SOLAR: PSI's research, policy models, and stakeholder engagement continued to support the advancement of battery stewardship programs in Illinois, which enacted a battery EPR law in August 2024, and in Oregon, where a bill is set to be introduced in 2025. Additionally, PSI provided technical assistance to support electronics stewardship efforts in Alaska and research and facilitation on solar PV system stewardship in Minnesota. HOUSEHOLD HAZARDOUS WASTE (HHW), INCLUDING VAPES, MEDICAL SHARPS, AND PHARMACEUTICALS: PSI collaborated with Boulder County, Colorado (a PSI member) to advance stakeholder education, infrastructure, and management solutions for vape product waste, a growing environmental concern. PSI also worked to expand the infrastructure for medical sharps and pharmaceutical stewardship in Missouri and Oklahoma, where education campaigns generated over 119,000 social media impressions and more than 1,600 engagements, directing residents to authorized take-back locations through our GIS map. Additionally, PSI supported implementation of the first HHW EPR program in the U.S. in Vermont by facilitating information-sharing and technical support to aid the program's rollout. EDUCATION AND CAPACITY BUILDING: PSI hosted the most well-attended EPR conference in the U.S. to date in Portland, Oregon, welcoming nearly 225 attendees from across the country and around the world. The event convened experts from industry, government, and environmental groups to discuss and collaborate on pressing EPR topics. In addition to the conference, PSI hosted four webinars covering critical areas such as toxics in packaging, tire stewardship, packaging EPR in Oregon, and paint stewardship programs, drawing more than 1,660 registrants. PSI also held monthly strategic policy development calls with government members on packaging and battery policy, fostering dialogue and advancing EPR initiatives. Throughout the year, PSI distributed monthly EPR-focused newsletters and press releases, keeping nearly 14,000 stakeholders informed on major developments in EPR policy creation and program implementation for packaging, batteries, HHW, textiles, and other products. In 2000, PSI pioneered product stewardship in the United States by convening diverse stakeholders to develop and mediate extended producer responsibility (EPR) policies and programs. Drawing on global best practices and expansive multinational relationships, our policy models and expert testimony have helped enact 141 EPR laws in 33 states across 20 product categories, including packaging. Our members include state, local, and tribal governments in 48 states, and we partner with more than 120 businesses, academic institutions, environmental nonprofits, and international governments.
