To promote and support quality healthcare throughout the pacific islands. The association consists of six u.s.-affiliated pacific island jurisdictions (american samoa, the commonwealth of the northern mariana islands, guam, the federated states of micronesia, the republic of the marshall islands, and the republic of palau), each of which has been designated by the u.s. Federal government as a "medically underserved area". Core members consist of nonprofit, multi-service community health centers and associations from the pacific islands.

Any questions or comments raised by the board will be addressed by the executive director by email (none of the board members live in hawai'i; all of the board members live in the pacific islands jurisdictions). Board members have the opportunity to raise questions in person at the annual board meeting to be held later in the year.”
“The salary of the executive director is set, reviewed and approved by the board of directors. The board reviews comparable salaries of other executive directors of primary care associations nationally based on a survey of pca salaries conducted annually by the national association of community health centers (nachc). The board conducts a performance evaluation of the executive director annually, which includes a review of the executive director's salary. This is documented via board meeting minutes, retention of the executive director annual evaluation and a written contract with the executive director. The process for determining the salaries of other employees includes approval by the board of directors of the salary range for each position. Comparable salaries are reviewed by the board based on the annual salary review of primary care associations nationally conducted by the nachc. The executive director is responsible for hiring the other employees and determining the salaries within the range approved by the board. The salaries are documented via employment letters with each employee. This process was last undertaken in 2016.”

“Accounting principles generally accepted in the united states of america require uncertain tax positions to be recognized in the financial statements if they are more likely than not to fail upon regulatory examination. Management has evaluated the association's tax positions as of march 31, 2016 and 2015, and for the years then ended, by reviewing its income tax returns and conferring with its tax advisors, and determined that the association had no uncertain tax positions required to be reported in accordance with such generally accepted accounting principles. The association is subject to routine audits by taxing jurisdictions; however, there are currently no audits in progress for any tax periods.”

THIS IS DOCUMENTED VIA BOARD MEETING MINUTES, RETENTION OF THE EXECUTIVE DIRECTOR ANNUAL EVALUATION AND A WRITTEN CONTRACT WITH THE EXECUTIVE DIRECTOR. THE PROCESS FOR DETERMINING THE SALARIES OF OTHER EMPLOYEES INCLUDES APPROVAL BY THE BOARD OF DIRECTORS OF THE SALARY RANGE FOR EACH POSITION. COMPARABLE SALARIES ARE REVIEWED BY THE BOARD BASED ON THE ANNUAL SALARY REVIEW OF PRIMARY CARE ASSOCIATIONS NATIONALLY CONDUCTED BY THE NACHC. THE EXECUTIVE DIRECTOR IS RESPONSIBLE FOR HIRING THE OTHER EMPLOYEES AND DETERMINING THE SALARIES WITHIN THE RANGE APPROVED BY THE BOARD. THE SALARIES ARE DOCUMENTED VIA EMPLOYMENT LETTERS WITH EACH EMPLOYEE. THIS PROCESS WAS LAST UNDERTAKEN IN 2016. |
