IRS990ScheduleA/FactsAndCircumstancesTestTxt0I. 10% SUPPORT LIMITATION: The public support percentage of AlvarAlice Foundation ("THE FOUNDATION") for the period 2012-2016 was 24.32% and thus THE FOUNDATION is allowed to use the "facts and circumstances" test. II. ATTRACTION OF PUBLIC SUPPORT FACTOR: THE FOUNDATION has an ongoing and bona fide program for seeking contributions and grants from individuals, foundations and others that are supportive of its mission to build a more equitable society in Colombia through innovative programs and projects in education, health care and culture. THE FOUNDATION supports two types of programs: those in Colombia carried out by local organizations and educational programs about Colombia in the U.S. THE FOUNDATION focuses its fund raising on two groups: those with a particular interest in Colombia including Colombians and/or US residents or citizens of Colombian heritage living in the New York area and/or those with a particular interest in the issue focus of the program, e.g., microfinance or job training or community development, etc.In 2010 THE FOUNDATION embarked on a several year undertaking with a Colombian non-profit organization to establish a public-private partnership to create a Cultural TechnoCenter in one of the worst slums of Cali. The slum is characterized by a lack of urban infrastructure, high rates of violence and unemployment, and few recreational areas. Among the partners in the project are the Office of the Mayor of Cali, the Administrative Department for Social Action of the Office of the Presidency of Colombia, the Ministry of Culture, and a large number of businesses and non-profit organizations. The Center is designed to provide technical training and cultural activities for virtually all ages. Much of the technical training will be linked to employment opportunities with businesses in Cali. The Center will work with the population, most of whom are displaced Afro-Colombians, to help them preserve and enhance their rich cultural traditions, especially their music, and will offer training for income generation in computers and innovative technologies as well as bilingual education. IN DECEMBER 2012, THE CENTER STARTED TO PROVIDE NON-FORMAL EDUCATION AND CULTURAL PROGRAMS. THE CENTER WAS COMPLETED IN 2013. THE FOUNDATION also supported a much smaller program with another Colombian non-profit organization to provide vocational and life skills training, along with family counseling to 120 families in the same slum where the Cultural TechnoCenter is being built. THE FOUNDATION held its second conference in 2009, focused on "Microfinance as a Tool for Peace Building." Policy issues necessary to promote microfinance were widely debated by the 1500 participants. A highlight was a local microentrepreneur's on-stage dialogue with the President of Colombia. THE FOUNDATION also raised the funds to support an exploratory trip to Bangladesh to study replicating the Grameen Bank microfinance model in Colombia. THE FOUNDATION also supported a program held in Washington DC, "Rethinking US Drug Policy" carried out by the InterAmerican Dialogue in 2013 AND 2010. The program met with acclaim, a report was published and the resulting policy dialogue is being continued. III. PERCENTAGE OF FINANCIAL SUPPORT FACTOR: THE FOUNDATION's public support percentage of 24.32% (18.07% in 2015) ALTHOUGH is less than the one-third required for passing the one-third "mechanical" test, it reflects broad support for THE FOUNATION's programs. Much of the board's attention in recent meetings has been devoted to discussion of programs that would engender more public support in the US and one concept is now being researched.IV. SOURCES OF SUPPORT FACTOR: THE FOUNDATION receives support from a representative number of individuals, businesses, non-profit organizations (both private foundations and publicly supported organizations) and an international institution, and not from only a single individual or family.
