The tax return is provided to the chair and treasurer of the board for review. The tax return is also reviewed by the budget committee which is composed of one corporate board member and two members of the board who have been appointed by the county.

A director, officer, or member of a committee with governing board- delegated powers are required to disclose possible conflict of interest relationships. If a conflict of interest relationship is determined by the other voting members, this person may make presentations to the board and provide material information, but will not be allowed to take part in the portion of the meeting during which there is discussion of, and the vote on, the transaction or arrangement involving the conflict of interest. If there is reasonable cause to believe a member has failed to disclose a conflict of interest, the member will be given the opportunity to explain the alleged failure to disclose the conflict of interest. The governing board or committee determines whether there was a failure to disclose and determines appropriate disciplinary and corrective actions.
