Mission and Program Overview

Mission

Increase the diversity of entrants into the construction trades and to enhance young people's access to construction-related employment opportunities. Particular emphasis is given in all of the programs to attracting women, veterans and members of minority and immigrant groups who historically have been under-represented in the construction-trades.

The form 990 is prepared by an independent public accounting firm using information provided by the organization. Once a draft of the return is ready, initial review is completed by the executive director and board chair. Then a review is done by the full board and the board approves.

The organization's conflict of interest policy covers any director, principal officer, member of a committee with board-delegated powers, or employee who has a direct or indirect financal interest or a fiduciary responsibility to another organization. Potential conflicts of interest are reported to the board, which reviews and determines if a conflict of interst exists. Those members with a conflict of interest are restricted from discussing or voting on related matters. Board minutes shall contain the names of those with conflicts of interest and the names of those present for discussions and votes related to the transaction.

In 2017, a salary benchmarking study was done to establish comparable salary ranges. Record have been maintained of the data collected. The board discusses and approves any increase or change to the salary as part of the annual budget process.

PART IV, LINE 2B:

The organization holds funds for other organizations that support light rail project training. These funds are carried on the statement of financial position in cash and funds held for others.

PART X, LINE 2:

The organization has a tax-exempt status under section 501(c)(3) of the internal revenue code and has adopted accounting for uncertainty in income taxes, asc 740-10. The organization's policy is to evaluate uncertain tax positions, at least annually, for the potential for income tax exposure from unrelated business income or from loss of nonprofit status. The organization continues to operate consistent with its original exemption application and each year takes the necessary actions to maintain its exempt status. It has been classified as an organization that is not a private foundation under the internal revenue code and charitable contributions by donors are tax deductible. In compliance with its exempt status, the organization annually files a return of organization exempt from income tax (form 990).
