Financial Statement Notes

PART X, LINE 2:

The financial accounting standards board issued fasb accounting standards codification (fasb asc), accounting for uncertainty in income taxes. This requires the recognition and measurement of uncertain tax positions held by the organization. Under generally accepted accounting principles, the amount reported would be based on probability assessments of the likelihood that certain deductions would be disallowed upon examination because the taxing authorities interpreted existing guidance differently. The organization recognizes accrued interest and penalties associated with uncertain tax positions as part of the income tax provision. For the year ended june 30, 2017 and 2016 there were no accrued interest or accrued penalties associated with uncertain tax positions for the organization.

IN ADDITION, CASE MANAGEMENT SERVICES ARRANGE FOR THE CHILDREN TO BE RELEASED TO SPONSORS BY FINDING AND QUALIFYING SPONSORS. THE PROGRAM IS BASED IN NEW YORK CITY. FIXED COSTS (E.G. RENTS), WHICH ARE RATIO BASED ON CONTRACTED CAPACITY ARE FULLY FUNDED BY THE ORR. CENSUS BASED COSTS (FOSTER PARENT PAYMENTS, CLOTHING, FOOD) WHICH ARE CONTAINED IN THE APPROVED BUDGET, ARE FULLY FUNDED BY ORR. THE UNACCOMPANIED CHILDRENS' PROGRAM HAS SERVED APPROXIMATELY 1,722 CLIENTS FROM JULY 1, 2016 THROUGH JUNE 30, 2017.

THREE OF THE UNITS ARE LOCATED AT THE RESIDENTIAL TREATMENT CENTER CAMPUS. TWO COTTAGES - LOCATED ON CAMPUS - CAN SERVE 15 YOUTH EACH. BOTH CAN BE SINGLE GENDER OR CO-ED. THE THIRD UNIT LOCATED ON CAMPUS IS A SPECIALIZED 10 BED "ENHANCED GIRLS UNIT". THE FOURTH UNIT IS A GROUP RESIDENCE - LOCATED A MILE FROM CAMPUS - WHICH CAN SERVE 13 YOUTH AND IS CO-ED. THE "ENHANCED GIRLS UNIT" ONLY ACCEPTS HIGH NEED FEMALE ADOLESCENTS WHO ARE REMANDED TO OCFS. THE OTHER THREE OF THE UNITS ACCEPT YOUTH PLACED BY COUNTY DEPARTMENTS OF SOCIAL SERVICES OR BY NEW YORK STATE. THE ORGANIZATION ALSO HAS AN ON-GROUND SCHOOL OPERATED IN PARTNERSHIP WITH THE AUBURN ENLARGED CITY SCHOOL DISTRICT. THIS PROGRAM IS LICENSED BY NEW YORK STATE'S OFFICE OF CHILDREN AND FAMILY SERVICES. THE RESIDENTIAL TREATMENT PROGRAM HAS SERVED 147 CLIENTS FROM JULY 1, 2016 THROUGH JUNE 30, 2017.
