In order to monitor the conflict of interest policy, the district council employs the use of internal and external ethics officers. Upon starting employment, new employees are given a copy of the ethics policy. Additionally, the ethics policy is published annualy in the district councl's membership newspaper. Any and all incidents are reported to and monitored by internal and external ethics officers.

Staff compensation is set by department directors. Staff and officers' compensation are approved by the executive board. Increases are generally equivalent to union member's salary increases pursuant to the collective bargaining contract in force.

The district council's constitution and conflict of interest policy are avilable upon request and are posted on the internet. The conflict of interest policy is distributed to all employees, the executive board and delegates. The constitution is distributed at various workshops. The financial statements are available upon request and are made available at periodic delegate meetings.

Financial Statement Notes

Part X, Line 2:

Management is required to evaluate tax positions taken by the Council and recognize a tax liability if the Council has taken an uncertain position that more likely than not would not be sustained upon examination by the U.S. Federal, state, or local taxing authorities. The Council is subject to routine audits by taxing jurisdictions; however, there are currently no audits for any tax periods in progress. Typically, tax years will remain open for three years; however, this may differ depending upon the circumstances of the Council.
