IRS990/Description0Common Ground Community IV HDFC's (CGC IV) primary exempt purpose is to support the tax-exempt mission of its parent organization, Common Ground Community HDFC. It accomplishes this purpose by owning and operating a housing project called the Andrews Building located at 197 Bowery, New York City. It offers Common Grounds First Step housing, a low-cost, short-term alternative to the Citys shelters or life on the street. First Step housing provides private, safe, clean, and affordable short-term accommodations to individuals who are transitioning to permanent housing, facing homelessness, or who have failed in other programs. The Andrews offers 146 short-term living units, including 38 units reserved for homeless veterans. The First Step Housing project began taking shape in 1997, when Common Ground interviewed more than 200 chronically street homeless adults (those who have lived on the streets for more than one year) to solicit reactions to a range of housing options that could entice them off the streets. By incorporating their concerns regarding issues such as privacy and space for personal belongings, we began developing a new program that would offer a reason to take the first steps into housing In addition, the entity operated the Prince Residence at 220 Bowery, under contract with the New York City Department of Homeless Services, where shelter, food and services were provided for 80 formerly homeless tenants.

IRS990ScheduleD/Form990ScheduleDPartXIV/Explanation0On January 1, 2009, Common Ground adopted a new accounting standard which requires that a tax position be recognized or derecognized based on a "more-like-than-not" threshold. The accounting standard establishes criterion that an individual tax position has to meet for some or all of the benefits of that position to be recognized in an entity's financial statements. On initial application, this criterion will be applied to all tax positions for which the statute of limitations remains open. Only tax positions that meet the "more-likely-than-not" recognition threshold at the adoption date will be recognized or continue to be recognized. The adoption of this guidance did not have an impact on Common Ground's consolidated financial statements, as management believes that there are no uncertain tax positions within its consolidated financial statements. Common Ground has processes presently in place to ensure the maintenance of its tax-exempt status; to identify and report unrelated income; determine its filing and tax obligations in jurisdictions for which it has nexus; and to review other matters that may be considered tax positions. The tax years ending 2007, 2008, 2009 and 2010 are still open to audit for both federal and state purposes.
