Mission and Program Overview

Mission

Witness helps people use video and technology to protect and defend human rights. Witness is working towards a world where the communities we center, serve, and support can safely and effectively use video and technology to end human rights violations. A world where technology infrastructures account for the needs and aspirations of human rights defenders, instead of excluding or harming them, and the creative power of video and technology for catalyzing transformation can be realized.

Governance Explanations

Form 990, Part VI, Section A, Line 4

In october 2014, witness amended several policies to ensure compliance with the new york nonprofit revitalization act. This entailed minor changes to our conflict of interest policy, whistleblower policy, bylaws, certificate of incorporation and compensation policy.

Form 990, Part VI, Section B, Line 11

Senior management reviews and evaluates the information being compiled for the 990 in advance of preparing a draft, and reviews the final 990 prior to irs filing. The finance committee of the board of directors reviews a final draft of the 990, and then the final 990 is circulated to the full board prior to irs filing.

Form 990, Part VI, Section B, Line 12C

All applicable personnel, including board of directors, officers and key employees, sign a conflict of interest statement, in conjunction with witness' published conflict of interest policy, on an ongoing basis. Any potential conflicts are discussed as they may arise, and resolved at the semiannual board of directors meetings.

Form 990, Part VI, Section B, Line 15

Base salary and salary increases for the executive director are reviewed and approved by the executive committee of the board of directors, taking into consideration, and staying within the parameters of the organization's salary structure, which is updated every two years after originally being created by an external compensation consulting firm in 2005. This salary structure includes salaries for all staff, including the executive director and other key staff.

Form 990, Part VI, Section C, Line 19

The organization's conflict of interest policy is available upon request. The organization's financial statements are made available to the public on its website, www.witness.org, and by request.

Witness is an international organization that trains and supports people around the world to use video safely, ethically and effectively to document human rights abuses. As more people use mobile devices to film, witness aims to provide these "citizen witnesses" with customized training, tools, and timely support to create real change. Witness identifies critical situations and provides intensive, on-the-ground support to those affected by abuse, including training human rights defenders in documentation for evidence, video production, safe and ethical filming techniques and advocacy strategies. We advocate to technology companies to create changes at the systems level, to improve social media platforms for human rights uses and to protect the privacy and security of people filming, being filmed and sharing video online. Witness has also developed a groundbreaking video as evidence guide that provides a framework for the use of video as legal evidence. This comprehensive guide enables criminal justice systems to more readily open the doors to citizen-shot video and citizens a better understanding of how to capture video that can be used by a court of law. In 2015, in collaboration with the news lab at google, we launched the witness media lab to research and wrestle with some of today's most pressing issues around technology, video and human rights. For over two decades, witness has partnered with hundreds of organizations across the world, trained and equipped thousands of activists and made customized resources available to millions so that everyone, everywhere can harness the power of video for human rights change.

IRS990/Desc0TRAINING AND CAMPAIGNS:WITNESS IS RESPONDING TO CRITICAL SITUATIONS OF HUMAN RIGHTS ABUSE AND ATROCITIES. THROUGH HOLISTIC, RESPONSIVE SUPPORT, WE EMPOWER BROAD GROUPS OF HUMAN RIGHTS DEFENDERS IN USING VIDEO TO OVERCOME SIGNIFICANT CRISES AND CREATE IMPACT. IN 2015, WITNESS ENGAGED SIGNIFICANTLY IN PROJECTS IN BRAZIL, WHERE OUR WORK FOCUSES ON STRENGTHENING CALLS FOR ACCOUNTABILITY AND JUSTICE SURROUNDING THE ISSUE OF POLICE VIOLENCE. IT IS ESTIMATED THAT POLICE KILL THOUSANDS OF CIVILIANS EACH YEAR ACROSS THE COUNTRY, AND MANY OF THESE MURDERS ARE EXTRAJUDICIAL KILLINGS. WE CHOSE TO EMBARK ON THIS PROGRAM, IN PART, BECAUSE WE SAW A NEW OPPORTUNITY IN THE SUDDEN INFLUX OF CITIZEN VIDEO. IN SEPTEMBER 2015, WITNESS HELD A TRAINING IN NEW YORK ON THE CAMERAV APP FOR OUR BRAZILIAN PARTNERS VISITING FROM COLETIVO PAPO RETO. WITNESS ALSO FACILITATED A FIELD TEST FOR THE APP, CONDUCTED IN RIO FOLLOWING THE NEW YORK TRAINING. WITNESS CONDUCTED TRAININGS IN COLOMBIA WITH TWO HUMAN RIGHTS ORGANIZATIONS ON VIDEO AS EVIDENCE IN OCTOBER. THE ORGANIZATIONS TRAINED ARE NOW CAPABLE OF REPLICATING THE TRAININGS. ONE EXAMPLE IS PRENSA RURAL, WHO HAVE ALREADY PRODUCED A VIDEO ON HOW TO USE VIDEO AS EVIDENCE WITH WITNESS TIPS. WITNESS PARTNERED WITH VIACOM TO LAUNCH "WITNESS THE POWER OF STORY" CAMPAIGN TO INSPIRE MORE PEOPLE TO USE THE POWER OF VIDEO FOR CHANGE. THE PSA CAMPAIGN FEATURES CUSTOMIZED SPOTS ACROSS VIACOM BRANDS THAT SPEAK TO THEIR UNIQUE AUDIENCES AND SPECIFIC INITIATIVES, INCLUDING MTV AND ITS MULTI-YEAR, ANTI-BIAS "LOOK DIFFERENT" CAMPAIGN, CMT'S EMPOWERING EDUCATION, VH1 SAVE THE MUSIC FOUNDATION, BET CELEBRATING YOUNG AFRICAN AMERICAN MEN AND SPIKE'S VETERANS' OPERATION WELLNESS (VOW).

IRS990/ProgSrvcAccomActy2Grp/Desc0MEDIA PRODUCTION AND ARCHIVES:THE MISSION OF THE WITNESS MEDIA ARCHIVE IS TO COLLECT, DOCUMENT, PRESERVE AND PROVIDE ACCESS TO AUDIOVISUAL HUMAN RIGHTS MEDIA FOR THE PURPOSE OF ADVOCACY, PROSECUTION OF HUMAN RIGHTS VIOLATORS AND THE PRESERVATION OF THE HISTORICAL RECORD. WITNESS' VIDEO ARCHIVE INCLUDES OVER 1,300 HOURS OF DIGITAL VIDEO AND OVER 5,000 UNIQUE VIDEO TITLES FROM OVER 90 COUNTRIES. WITNESS WORKS TO ENSURE THAT WHEN ACTIVISTS RISK THEIR LIVES TO DOCUMENT HUMAN RIGHTS ABUSES, THEIR VIDEOS CREATE REAL CHANGE. HOWEVER, CAMPAIGNS CAN TAKE TIME TO ACHIEVE RESULTS. THEREFORE, IN ORDER TO BE USED AS EVIDENCE OF HUMAN RIGHTS ABUSES YEARS DOWN LINE, THE FOOTAGE NEEDS TO BE PROPERLY DOCUMENTED, MANAGED AND PRESERVED. RECOGNIZING THIS CRITICAL PART OF THE EQUATION AND THE LACK OF INFORMATION ON VIDEO ARCHIVING FOR ACTIVISTS, WITNESS CREATED THE ACTIVISTS' GUIDE TO ARCHIVING VIDEO THAT PROVIDES PRACTICAL STEPS FOR MANAGING, STORING, SHARING AND PRESERVING VIDEOS. THIS NOT ONLY DEALS WITH HOW TO MANAGE AND STORE THE FOOTAGE SO IT REMAINS INTACT AND UNDAMAGED, BUT HOW TO CREATE AND PRESERVE THE METADATA SO THAT THE VIDEO CAN BE FOUND AND AUTHENTICATED EVEN IN A COURT OF LAW.

IRS990/ProgSrvcAccomActy3Grp/Desc0OUTREACH AND EDUCATION:WITNESS RECOGNIZES THE OPPORTUNITY FOR HUMAN RIGHTS IMPACT AS A RESULT OF THE VAST NUMBER OF NEW WITNESSES EMPOWERED BY VIDEO-ENABLED CELL PHONES AND INTERNET ACCESS. AT THE SAME TIME, WE UNDERSTAND THE RISKS THESE WITNESSES FACE, AND THE NEED FOR ON-THE-GROUND INTENSIVE TRAININGS ON HOW TO USE VIDEO EFFECTIVELY AND SAFELY. HOWEVER, BECAUSE OF THE OVERWHELMING NEED FOR VIDEO-ACTIVISM TRAINING, IN ORDER TO MEET THE DEMAND FOR OUR SUPPORT, WITNESS DEVELOPS EASY-TO-USE RESOURCES (TIP SHEETS, VIDEOS, GUIDES, ETC.), TRANSLATES AND ADAPTS THEM FOR USE WHERE THEY ARE MOST NEEDED AND DISTRIBUTES THEM AS BROADLY AS POSSIBLE. OUR FOCUS IS ON REACHING MARGINALIZED COMMUNITIES WHERE VIDEO CAN "TIP THE BALANCE AND ACHIEVE ACCOUNTABILITY WHERE OTHER EFFORTS HAVE FALLEN SHORT. THROUGH A REDESIGN OF OUR WEBSITE, WHICH INCLUDED THE CREATION OF A WITNESS LIBRARY FOR OUR FULL SUITE OF TRAINING MATERIALS, WE HAVE GREATLY INCREASED THE EASE AND ACCESSIBILITY OF OUR RESOURCES FOR BROAD AUDIENCES. ALL MATERIALS ARE OPEN-SOURCE AND AVAILABLE TO BE DOWNLOADED AND RE-MIXED THROUGH OUR GITHUB PAGE. IN DECEMBER, WITNESS LAUNCHED A NEW WEBSITE FOR OUR VIDEO AS EVIDENCE WORK, WHICH FEATURES INFORMATION AND COMPREHENSIVE RESOURCES FOR FILMMAKERS, RESEARCHERS, INVESTIGATORS, LAWYERS AND ACTIVISTS ON HOW VIDEO CAN BE USED AS EVIDENCE. WE ALSO CREATED LANGUAGE-SPECIFIC AND PROGRAM-SPECIFIC MICRO-SITES TO OFFER TAILORED WEB RESOURCES INCLUDING TRAINING MATERIALS, TAILORED TIP SHEETS, VIDEOS AND OTHER VALUABLE SUPPORT AS NEEDED TO ACTIVISTS WORKING IN SPECIFIC COMMUNITIES, CONTEXTS OR ISSUE-AREAS. USING THIS DIGITAL INFRASTRUCTURE AND RESOURCE LIBRARY, WITNESS HAS BEEN ABLE TO QUICKLY AND EFFECTIVELY RESPOND TO CRISIS SITUATIONS BY PROVIDING ACTIVISTS WITH RESOURCES IN PLACES LIKE UKRAINE AND GAZA.IN FY15, WITNESS REACHED 397,857 TWITTER FOLLOWERS AND 24,654 FACEBOOK FANS. OUR YOUTUBE CHANNEL ENDED THE FY WITH 7,390 SUBSCRIBERS AND WE REACHED OVER 260 MILLION PEOPLE WITH OUR VIDEOS. WITNESS CONTINUES TO PUSH TOWARDS A STRONGER SOCIAL MEDIA PRESENCE. WITNESS RECEIVED EXTENSIVE INTERNATIONAL AND NATIONAL MEDIA ATTENTION FROM MAJOR OUTLETS, SUCH AS HUFFINGTON POST, PBS NEWSHOUR, UPWORTHY, THE WALL STREET JOURNAL, THE GUARDIAN AND NEW YORK MAGAZINE. WITNESS' POSITION AS A LEADER IN THE INTERSECTING FIELDS OF TECHNOLOGY, VIDEO AND HUMAN RIGHTS WAS STRENGTHENED THROUGH ITS PARTICIPATION IN EVENTS, SUCH AS THE SECOND CONVENING FOR THE VIDEO FOR CHANGE NETWORK, A UN BRIEFING ON YOUTH AND CLIMATE CHANGE AND FOREIGN POLICY MAGAZINE'S 100 GLOBAL THINKERS EVENT. WITNESS IS A MEMBER OF THE GLOBAL VIDEO 4 CHANGE NETWORK, A NETWORK OF VIDEO AND SOCIAL CHANGE ORGANIZATIONS FROM AROUND THE WORLD. IN FY15, WITNESS SUPPORTED REGIONAL VIDEO FOR CHANGE CONVENINGS FOR ORGANIZATIONS AND ACTIVISTS IN SUB-SAHARAN AFRICA AND IN THE MIDDLE EAST AND NORTH AFRICA. WITNESS ALSO ASSISTED WITH THE PLANNING OF THE SECOND GLOBAL VIDEO FOR CHANGE CONVENING, WHICH TOOK PLACE IN MEXICO IN JULY 2015.

IRS990/ProgSrvcAccomActyOtherGrp/Desc0ADVOCACY TO TECHNOLOGY COMPANIES AND THOUGHT LEADERSHIP: WE ARE ENCOURAGING LARGE TECH INDUSTRY LEADERS TO OPTIMIZE AND ADAPT THEIR PRODUCTS, PLATFORMS AND TOOLS TO ACCOMMODATE HUMAN RIGHTS USES. WITNESS HAS DEVELOPED SIGNIFICANT RELATIONSHIPS WITH GOOGLE AND YOUTUBE, ENGAGING IN REGULAR CLOSED-DOOR MEETINGS WITH THE POLICY, PRIVACY, NEWS, AS WELL AS OTHER TEAMS AT THE COMPANIES. WITNESS ADVOCATES FOR "PROOF-MODES" FOR PLATFORMS AND PRODUCTS, TO MAKE SURE USERS EXPLICITLY CHOOSE WHETHER TO ADD POTENTIALLY RISKY METADATA WHILE PARTICIPATING ON THESE PLATFORMS, ALONG WITH OTHER WAYS TO MAINTAIN THE INTEGRITY AND VERIFIABILITY OF ANY VIDEOS THEY SHARE. WE ARE ALSO ADVOCATING FOR MORE ADVANCED SECURITY TACTICS, SUCH AS FACE BLURRING FUNCTIONALITIES, THAT WOULD ADDRESS PRIVACY AND SECURITY CONCERNS FOR HUMAN RIGHTS USERS, AND THAT WOULD OFFER BETTER ON-DEMAND GUIDANCE FOR VULNERABLE USERS. ADDITIONALLY, WE ARE DEVELOPING SPECIFIC TOOLS DESIGNED TO BRIDGE GAPS FOR USERS MORE IMMEDIATELY. OUR AWARD-WINNING TOOL CAMERAV (FORMERLY KNOWN AS INFORMACAM), DEVELOPED IN CONTINUING COLLABORATION WITH THE GUARDIAN PROJECT, ALLOWS USERS TO EASILY UNDERSTAND AND CONTROL WHAT AND HOW METADATA IS EMBEDDED IN THEIR MEDIA - EMPOWERING THEM TO PROTECT THEIR OWN PRIVACY AND SECURITY, OR TO VERIFY, VALIDATE AND PROVE A VIDEO'S AUTHENTICITY. THE APP IS ALSO A REFERENCE DESIGN FOR "PROOF MODE," WHICH WITNESS IS USING TO ENGAGE KEY USERS IN THE INTERNATIONAL CRIMINAL JUSTICE AND HUMAN RIGHTS SYSTEMS ABOUT THE NEED TO MAKE EVIDENTIARY DATA PORTABLE ACROSS PLATFORMS AND DEVICES, AS WELL AS USER-FRIENDLY. IN FY 15, OUR YOUTUBE HUMAN RIGHTS CHANNEL (HRC), A COLLABORATION WITH STORYFUL AND SUPPORTED BY YOUTUBE, TRANSITIONED TO BECOME THE WITNESS MEDIA LAB. THE WITNESS MEDIA LAB DEVELOPS, MODELS, AND SUPPORTS INNOVATIVE APPROACHES TO SOURCING, VERIFYING, AND CONTEXTUALIZING EYEWITNESS VIDEOS AND ENSURING THAT FOOTAGE TAKEN BY AVERAGE CITIZENS CAN SERVE AS AN EFFECTIVE TOOL FOR HUMAN RIGHTS.
