Mission

Commission on the Public's Health System, Inc. (the "Organization" or "CPHS") was incorporated in the State of New York in 1999 as a nonprofit corporation. CPHS has been involved in the struggle to retain and strengthen the public health and hospital system in New York City. CPHS continues to mobilize around these concerns and other public health related issues. CPHS also provides technical assistance, training and support for community organizations, health care advocates, patients, and anyone who is interested in learning more about public health. The Organization remains committed to making sure that our public health system stays strong, that people have access to health services, and the public's voice on health care issues is heard.

The Commission on the Public's Health System (CPHS) was founded in 1991 as a challenge to the Barondess Commission, which was appointed by then-Mayor Dinkins to study the public hospital system. The Mayor had appointed the Barondess Commissioncomposed entirely of private-sector health professionalsto evaluate the system. Believing that a broader and more community-oriented perspective was needed, a coalition of community activists, community organizations, health workers, and union leaders was organized to highlight the essential role that the public hospital system played in the city. Until then, the Barondess Commission had sought relatively little public input. After CPHS organized public hearings in four of the citys five boroughs, the Barondess Commission followed suit, triggering an outpouring of support for the public hospital system. Their final reportcontrary to original expectationsurged that the public system should be preserved.The spirit of that initial advocacy effort has been visible in the work of CPHS ever since. Stressing public health services, access to culturally competent care, and the publics right to define how that care is planned, funded, and provided, are the major focus points of this organization. In 2015 CPHS has had many accomplishments. There are: CPHS created Communities Together for Health Equity, a coalition of over 40 community based organizations (CBO) working to ensure meaningful involvement and engagement of communities and organizations in the Delivery System Reform Incentive Payment Program. We have had three educational forums (Central Brooklyn; Northern Manhattan; and the South Bronx) targeted at CBOs. Over 60 CBOs have attended each of these forums. We won commitment from the New York State Department of Health to develop a RFA worth $2.5 million dollars. These funds would be available to a network of CBOs to apply for strategic planning on how to assess infrastructure needs to prepare for integration into DSRIP and Value Base Payment. CPHS conducted two successful trainings to CBOs about contracting needs and issues with Performing Providing Systems. These training were conducted with New York Lawyers Alliance. Over 50 CBOs participated. Many of these CBOs became competent in negotiating with hospitals contracts and understood better the PPS Master Service Agreement they were entering into. CPHS Director is approved to be on the One City Health Patient Stakeholder and Community Engagement, and Workforce Committees to work on DSRIP. This is the Performing Provider System for Health and Hospitals. CPHS Director is on the New York States Cultural Competency and Community Engagement Committee for the Medicaid Waiver. CPHS successfully advocated for the City Council for a $1.7-million-dollar allocation for Access Health NYC Initiative, which is a program to build the capacity of community-based organizations to conduct outreach and education about coverage and options to access health care insurance, services and programs.$117,578-
