“White plains downtown district management association, inc. Has its form 990 prepared by an independent certified public accounting firm and has established the following review process to ensure that the information reported is complete and accurate. When the form 990 has been prepared, reviewed by management, and the executive committee of the board and is ready to be filed with the internal revenue service, it is electronically sent to board members of the organization for any comments. Any comments are then grouped, summarized and provided to the independent certified public accounting firm. Each issue is documented and addressed until the return is finalized and approved for filing.”
“The conflict of interest policy is applicable to employees, board members and members of any committee. The policy will be monitored by the executive director, executive committee and chairperson. Interested persons are required to complete an annual disclosure statement, disclosing any actual or potential conflicts. An interested person may make a presentation at the governing board or committee meeting, but after the presentation, he/she shall leave the meeting during the discussion of, and the vote on, the transaction or arrangement involving the possible conflict of interest. The chairperson of the governing board or committee shall, if appropriate, appoint a disinterested person or committee to investigate alternatives to the proposed transaction or arrangement. The governing board or committee, after exercising due diligence, shall determine whether the organization can obtain with reasonable efforts a more advantageous transaction or arrangement from a person or entity that would not give rise to a conflict of interest. If a more advantageous transaction or arrangement is not reasonably possible under circumstances not producing a conflict of interest, the governing board or committee shall determine by a majority vote of the disinterested directors whether the transaction or arrangement is in the organization's best interest, for its own benefit, and whether it is fair and reasonable. In conformity with the above determination it shall make its decision as to whether to enter into the transaction or arrangement. If the governing board or committee has reasonable cause to believe a member has failed to disclose actual or possible conflicts of interest, it shall inform the member of the basis for such belief and afford the member an opportunity to explain the alleged failure to disclose. If, after hearing the member's response and after making further investigation as warranted by the circumstances, the governing board or committee determines the member has failed to disclose an actual or possible conflict of interest, it shall take appropriate disciplinary and corrective action.”
“The organization's top management is comprised of the board of directors, which are uncompensated, and the executive director. The board of directors, acting through the executive committee, reviews the compensation of all employees. The committee makes recommendations which are then approved or rejected by the board. The executive committee has the authority and may act on its own to approve staff compensation. The committee reviews the wages and compensation of similar employees doing similar functions in other organizations. Deliberation and decision by the board regarding compensation was documented in the board minutes.”

IN FISCAL YEAR 2015/16 THE CLEAN TEAM HELPED TO REMOVE 519 LBS. OF TRASH BAGS PER WEEK, EQUALING 373,680 LBS. PER YEAR, FROM THE BID'S 99 TRASH RECEPTACLES. THE TEAM ALSO ALERTS WPDDMA MANAGEMENT TO UNSIGHTLY CONDITIONS ON THE STREET THAT NEED TO BE ADDRESSED. THE WPDDMA WORKS CLOSELY WITH THE CITY'S DEPARTMENT OF PUBLIC WORKS TO ADDRESS THESE CONDITIONS AND TO KEEP THE DOWNTOWN CLEAN. WE ARE PROUD TO PARTNER WITH THEM IN THESE EFFORTS AND ARE GRATEFUL FOR THEIR SUPPORT.GUM REMOVAL IS A LABORIOUS TASK, AS THE GUM IS REMOVED SPOT-BY-SPOT FROM THE CITY'S SIDEWALKS. THE GOAL IS TO PROVIDE THE VISITOR AND POTENTIAL CUSTOMER WITH A UNIQUE AND EXCITING DOWNTOWN EXPERIENCE THAT CREATES AN AFFINITY FOR THE DOWNTOWN AND ITS MANY SHOPS, RESTAURANTS, AND ATTRACTIONS. WPDDMA EVENTS HELP TO ESTABLISH A VIBRANT IDENTITY AND CHARACTER FOR THE DOWNTOWN. WITH SUCH A DIVERSE POPULATION IN WHITE PLAINS AND THE SURROUNDING AREA, THE WPDDMA STRIVES TO PROVIDE SOMETHING FOR EVERYONE. PROUD CULTURAL EVENTS INCLUDE THE SAINT PATRICK'S DAY, OKTOBERFEST, AND OUR CINCO DE MAYO CELEBRATION. OTHER WPDDMA EVENTS INCLUDE THE LARGEST NEW YEAR'S EVE CELEBRATION IN WESTCHESTER COUNTY, A FOUR-DAY JAZZ FESTIVAL AND A MOVIE SCREENING OF DISNEY'S THE JUNGLE BOOK FOR EARTH DAY. IN ADDITION, IN FISCAL YEAR 2015/2016 THE WHITE PLAINS BID KICKED OFF ITS FIRST EVER SUMMER SOLSTICE CELEBRATION, AN EVENING DESIGNED TO BRING DOWNTOWN WORKERS AND RESIDENTS TOGETHER TO CELEBRATE THE LONGEST DAY OF THE YEAR WITH FOOD AND MUSIC.IN 2015, THE WPDDMA INITIATED ITS ART IN VACANT SPACES PROJECT IN ORDER TO IMPROVE THE APPEARANCE OF A SELECT NUMBER OF VACANT DOWNTOWN STOREFRONTS. THE GOAL OF THE PROJECT WAS TO IMPROVE THESE EMPTY SPACES WITH ARTWORK, THEREBY CREATING A MORE PLEASING ENVIRONMENT FOR THOSE WHO LIVE, WORK AND SHOP DOWNTOWN. THE WPDDMA APPROACHED RAVI S. RAJAN, DEAN OF PURCHASE COLLEGE SCHOOL OF THE ARTS, FOR ASSISTANCE. RAVI RECOMMENDED THAT THE WPDDMA WORK WITH PROFESSOR WARREN LEHRER, A WRITER AND GRAPHIC DESIGNER KNOWN AS A PIONEER IN "DESIGN AUTHORSHIP". UNDERGRADUATE SENIOR LEVEL STUDENTS FROM PROFESSOR WARREN LEHRER'S COMMUNITY DESIGN CLASS OFTEN ASSIST A NON-PROFIT ORGANIZATIONS WITH COMMUNITY PROJECTS, ON A PRO-BONO BASIS. PROFESSOR LEHRER ENGAGED A TEAM AND SUGGESTED VISUAL POETRY FOR THE STOREFRONT WINDOWS IN THE BID. THE SCHOOL OF THE ARTS HIRED POET JUDITH SLOAN (CO-DIRECTOR OF EARSAY, A NON-PROFIT DEDICATED TO BRIDGING GAPS BETWEEN PEOPLE THROUGH COLLABORATIVE ARTS) TO RESEARCH AND INTERVIEW PEOPLE IN WHITE PLAINS CONCERNING THEIR PERCEPTIONS AND EXPERIENCES WORKING AND/OR LIVING IN THE DOWNTOWN. SLOAN WROTE FIVE POEMS MAKING SURE TO LEAVE ROOM FOR EVOCATIVE INTERPRETATION BY LEHRER'S STUDENT DESIGNERS. THE STUDENTS THEN VISUALIZED THE POEMS, IN COLLABORATION WITH SLOAN, VIA DESIGN, TYPOGRAPHY, COLOR, SHAPE, AND IMAGE. THE ARTWORK WAS INSTALLED IN EIGHT STOREFRONTS LOCATED ON COURT STREET, MARTINE AVENUE, EAST POST ROAD, MAMARONECK AVENUE AND MAIN STREET. THE INSTALLATIONS WERE COMPLETED DURING THE HOLIDAY SEASON.IN FISCAL YEAR 2015/16, WPDDMA EVENTS BROUGHT OVER 38,000 PEOPLE TO DOWNTOWN WHITE PLAINS WHICH STIMULATED DIRECT EXPENDITURES OF OVER $800,000 ON PARKING, FOOD, HOTEL STAYS, AND OTHER ITEMS.
