“Lacea does not have an executive director, but the executive committee is the one with full authority to make decisions, to collect and spend monies, and conduct the association's business, subject to the bylaws established in 1998, revised and approved again in 2015.”

“Membership in lacea is open to all teachers, students, institutions, and others professionaly concerned with the study of latin american and caribbean economies. The members can vote for the changes in bylaws proposed by the executive committee members, elect the members of the executive committee and the president and vice-president of the association, but do not have voting rights over the administration and financial management of the institution.”

“There were no new members elected in 2022. However, the board has the power to elect new members to the executive committee, in addition, the board elect vp every 2 years. The vice- president eventually becomes the president of the association.”

“Amendments to the current bylaws must be approved by a majority of votes cast by lacea's current members to become effective.”

“Lacea's form 990 is prepared by an outside cpa firm. After preparation is complete, a draft is sent to lacea for review by lacea's secretariat and treasurer. Any necessary changes are made by the cpa firm. The final form 990 is then sent to lacea for signature and filing with the irs.”

In this capacity, lacea can act both independently and as a member of other professional or nonprofit associations.”

“The organization uses a modified cash basis of accounting, which is a comprehensive basis of accounting other than accounting principles generally accepted in the united states of america. Under the modified cash basis of accounting, support and revenue are recognized when received rather than when earned and expenses are recorded when paid rather than when the obligation is incurred. Modifications to the cash basis of accounting consist of: 1) accruing expenses related to obligations incurred during the reporting period if paid within a reasonable period of time (120 days) after year end, and 2) adjusting investments in marketable securities to fair value on a routine basis.”
