Mission and Program Overview

Mission

The Partnership for After School Education is a child-focused organization that promotes and supports quality after school programs, particularly those serving young people from underserved communities. The Partnership for After School Education accomplishes this mission by building the capacity of individual afterschool staff, youth-serving organizations, and the field as a whole, all with the goal of increasing the availability of quality services to low income youth. The Partnership for After School Education is the only organization connecting the more than 1,600 organizations that serve New York City's youth living in low income communities in out of school time.

Form 990, Part VI, Section B, line 11B

The Partnership for After School Education has its form 990 prepared by an outside accounting firm and has established the following review process to ensure that the information reported is complete and accurate: When the Form 990 has been prepared, reviewed by management and is ready to be filed with the Internal Revenue Service, it is electronically sent to the board members of the organization for any comments. Any comments are then grouped, summarized and provided to the outside accountants. Each issue is documented and addressed until the return is finalized and approved for filing.

Form 990, Part VI, Section B, line 12C

All board members are required to sign a conflict of interest statement annually. Employees receive the policy in their employee handbook when they are hired, and are required to disclose any potential conflicts that may arise during their employment. Any conflict of interest or appearance of conflict of interest is discussed, voted upon and determined by the board. Exclusion from voting on the issue is an option and is enforced when required.

Form 990, Part VI, Section B, line 15

The methods used to establish Compensation for the executive director was determined by compensation surveys, an executive committee and the comparison of the Form 990 of other organizations. This process was approved and document in the board minutes. The compensation of the Executive Director is reviewed annually by the Board President and the executive Committee of the Board. The salaries of the key senior staff were determined using comparable data and are reviewed annually by the President of the Board and the Executive Director. Decisions regarding compensation are documented in the minutes and in the personnel files.

An innovative pioneer in the development and advancement of the afterschool field, PASE was formed in 1993 to professionalize afterschool services so that providers could deliver consistent, high-quality programming to youth and increase their capacity to meet the needs of their communities. PASE is committed in providing to more than 1,600 organizations in our network with the support they need to provide the 500,000 young people in New York City's afterschool programs with the high-quality services they deserve. To accomplish our goals, PASE strengthens afterschool agencies through expert training and management support designed to increase program effectiveness and efficiency; leads the afterschool field as a thoughtful innovator; connects diverse stakeholders to develop consensus on priorities and best practices; and champions the needs of frontline staff by reaching out to policy makers and the public.

The organization has a committee that assumes responsibility for oversight of the audit of its financial statements and selection of an independent accountant. This process did not change from the prior year.

Financial Statement Notes

Part IV, Line 2B:

The organization holds security deposits from subtenants who rent office space. These deposits are returned to these tenants once they vacate the property. PASE acts as custodian for funds of the Hark Society and the FLY Academy. The Hark Society is a not-for-profit organization inspired to enhance education and cultivate passion in the lives of underserved children in New York City. The FLY Academy is a not-for-profit organization with a mission to prepare underrepresented students to be future leaders by providing them access to higher educational opportunities and aiding in removing the financial barriers to college.

Part X, Line 2:

PASE recognizes the effect of income tax positions only if those positions are more likely than not to be sustained. Management has determined that PASE had no uncertain tax positions that would require financial statement recognition or disclosure. PASE is no longer subject to audits by the applicable taxing jurisdictions for periods prior to fiscal year 2014.

The tools PASE uses: professional development workshops open to the field; individualized technical assistance to agencies; forums to convene diverse groups of stakeholders; strategic discussions to develop consensus on emerging needs and trends; the creation and publication of resource materials have remained consistent, while PASE's programs remain responsive to the evolving needs of an evolving field. In 2017, PASE provided a wealth of services to the afterschool field, with over 5,900 afterschool professionals who care deeply about the children of New York City participating in PASE offerings in 2016-2017 fiscal year. PASE's breadth of programs continue to strengthen our community of over 1,600 afterschool agencies to be more effective and efficient while also inspiring innovation and improving the quality of programs for over 500,000 kids and teens in New York City in the last year alone. PASE's leadership development programs provide afterschool professionals with the tools they need to succeed in their current roles while honing their strengths and developing new skills to take on more advanced leadership roles in the future. By blending best practices in management from the corporate, higher education, and civic sectors with practical expertise modeled by professionals from the afterschool field, PASE helps participants develop and improve their leadership skills while enhancing their confidence in their leadership abilities. Through the Emerging Leaders in Nonprofit Management: A Course for Youth Program Professionals, a comprehensive, twelve-week, certificate-bearing course offered in partnership with the Baruch College School of Public Affairs, PASE has supported over 230 emerging leaders since 2002, and the course has yielded diverse, and uniformly positive, including career advancement and increased long-term commitment to the youth-serving community. Through the Executive Leadership Series for Small Agencies, PASE is building the capacity of small agencies by bringing together executive leaders from community-based organizations with organizational and/or youth budgets under $500,000 to plan for their agency's future, share resources, and create and build partnerships with organizations and executives facing similar challenges. PASE also understands the critical importance of building afterschool agencies' capacity to select, measure, and communicate youth outcomes that are appropriate both to the youth they serve and the services they provide. PASE has set the expectation of high-quality programming throughout the field, and as such, youth outcomes is used as a lens through which PASE provides all of our work. PASE continues to provide support to youth agencies in understanding, measuring, and communicating their impact on the youth they serve.

IRS990/ProgSrvcAccomActy2Grp/Desc0College Prep and Success:With a 5th through 16th grade perspective, PASE prepares community-based organizations (CBOs) to offer high-quality college prep and success programming, provides resources to aid in the development and sustainability of their programs, connects CBOs with institutions of higher education, and facilitates broad dialogue about how best to prepare young people for and guide them through successful college experiences.Annually PASE holds a combination college resource fair and forum which resembles a college fair but is solely for staff of community-based afterschool programs to learn from and engage in thoughtful conversations with college representatives on support services, admissions requirements, and how to work together to benefit low-income, historically underrepresented, first generation students. On June 2, 2017 this event welcomed 243 attendees including representatives from 106 community-based organizations and 53 higher education institutions from across the country. PASE also continues to host workshops on financial literacy as well as workshops and strategic discussions on college persistence, based off PASE's report, Partnering for Success: The Role of Afterschool in College Persistence.

Through the Summer Teaching Fellows program, PASE recruits, trains, supervises, and pays stipends to a cohort of college students who provide academic support and enrichment to programs in underserved neighborhoods in New York City. The Fellows received practical learning experiences in education and the afterschool field, helping them to explore and cultivate their passion to teach or work with children. In 2017, PASE worked with 22 Fellows, who have now joined an alumni group of over 212 Summer Teaching Fellows. In addition, PASE offered workshops focused on engaging content for programs and supervision of staff during the summer months, and a Summer Resource Fair: Spotlight on STEM and Cultural Institutions, where 236 participants met with representatives from 55 New York City cultural/arts institutions, libraries, and STEM-focused programs to learn about their afterschool and summer offerings.

IRS990/ProgSrvcAccomActyOtherGrp/Desc0STEM: Through our STEM initiative, PASE helps to make STEM topics more accessible to the afterschool field, providing STEM-related professional development opportunities for afterschool practitioners in how to effectively promote and utilize STEM in their programs. PASE's efforts through this initiative utilize an inquiry-based learning model, infusing youth development principles into STEM programming in order to support high-quality, content-rich, and effective afterschool programs. PASE continues to build the capacity of the afterschool field to do STEM by explicitly focusing on supporting STEM identities, fostering STEM leaders within programs, and promoting best and promising practices, through workshops, strategic discussions, forums, and resource fairs. In the 2017 fiscal year, PASE completed year four of Taking Root: Strengthening STEM in Afterschool. Between September 2016 and June 2017, PASE worked with the second cohort of 18 Master Trainers from 9 afterschool organizations to serve 1,020 young people in kindergarten through eighth grade. With funding from the Voya Foundation, PASE also expanded upon the Strengthening STEM program with a program to promote STEM Career Connections. PASE held three focus groups, consisting of practitioners, STEM content experts, and PASE's STEM Advisory Committee, to inform our understanding of how afterschool and youth development organizations can best support a child's connection to the STEM career pipeline. In addition, PASE held three STEM workshops for the broad afterschool field, attended by 56 guests. Global Learning:PASE's Global Learning Initiative focuses on supporting young people as they develop into global citizens through participation in afterschool programs. Through this initiative, PASE strengthens the ability of the afterschool community to support global learning with youth, helping them develop the necessary skills and knowledge to access global opportunities, to participate in a global economy, and to become responsible global citizens. Building off of the web development and community exploration components of PASE's Explorers curriculum, a neighborhood exploration program for youth aged 8-12 that promoted global learning through local exploration and web-design, PASE launched a new series of workshops titled Sharing Your Community Story through Web Design through New York City's Department of Education Computer Science for All (CS4All) initiative. Between April and July of 2017, PASE held five one-day interactive workshops for 64 NYC DOE teachers allowing them to introduce their 3rd through 5th grade students to the magic of web design through the lens of neighborhood exploration. PASEsetter Awards:In addition, each year, through our annual PASEsetter Awards Benefit, PASE honors five outstanding afterschool professionals who achieve excellence in and exhibit true devotion to improving the lives of young people and their communities. On Tuesday, February 28, 2017, PASE held our 2017 PASEsetter Awards Benefit attended by 493 city leaders from youth development, education, advocacy, philanthropy, government, and business. In a new expansion of the event, PASE's Junior Board held their first PASEsetter Afterparty, inviting young professionals to join in the celebrations, at a reduced price, after the conclusion of the formal program. This new component drew an additional 115 attendees, and together the PASEsetter Awards Benefit and Afterparty raised over $650,000.
